For the VA Lobby Day March we knew they were running FBI and Homeland cell tower trackers. Standard procedure was to hit a Best Buy out of our area with cash and pickup a phone and a plan. Then go to a MCds or other high traffic public WiFi spot and activate it. Set up burner email and activate phone. Phone then got charged and then battery removed and placed in a signal blocking bag. Phone wasn’t turned back on until we arrived in Richmond and were at the march. Had a laminated card with the burner numbers of other folks we went with. When the day was over we pulled batteries, snapped phones and dumped in public dumpsters. We also took the train in to avoid the plate readers they were using.
The guys I knew who went to DC used the same procedure but also used mesh networks for comms. Only one crossed the barriers and went up the steps and he’s currently sitting in fed prison for it. Glad I stayed home and helped the wife with farm chores that day.

This. If you're going to have a burner, keep it in a signal blocking container with the battery removed (if possible) and drained of charge. When you need to use it, travel to a high traffic area by vehicle without gps or any kind of connectivity, power phone with charging cable to power brick long enough to use it then remove and/or drain battery and replace in storage.
Most tracking is simple because most people are lazy and reliant on modern technology.
