If I'm not mistaken, the top one was made by a guy/business in the UK, and that's what the SAS purchased for their MP5Ks in the 1970's/1980's.
I think he's out-of-business now.

Occasionally the nylon Eagle Ind. rigs come up for sale (which is what USSS used). They're a discontinued/legacy product, but Eagle will do a special run if 100(+) are ordered by one entity. I got one from a run commissioned by an airsoft group, about 9 years ago. I don't know of any vendor who's ordered a run since then.

@Manticore_Arms mentioned possibly offering a version a couple years ago, but I don't know of any further development.
https://www.ar15.com/forums/armory/MP5K-Shoulder-Rig-Source-/9-474034/

In reality, this is a low-demand product with a very small niche market, so I can understand why vendors aren't striving to offer them.

I think his name is Steve Evers from my limited research

It would be the top rig pictured.

Hes long gone unfortunately. Looks like his rigs still get passed around

Pretty sure I recall seeing a reproduction of the MAC shoulder rig on Etsy a while back.  There are a lot of talented leather workers on there who could easily make one if you commissioned it.

Contact Desantis, he may be able create one for you, if he doesn’t have one in stock. Or contact First Spear, they have done shoulder rigs in nylon for folks before.
PM me if you need contact info or hit a wall at either place

The DeSantis rigs turn up more often than you think.......you just have to actively search......they won't find you.

I paid 60 dollars for one last year at a small gun show......it was in a plastic tub full of nickel and dime 80's leather holsters/belts....came with 2 M10 9mm mags still in the pouches.

For $300, you're either getting a mostly nylon "universal" setup which amounts to a shoulder-rig wolfhook, or you're doing it yourself. $300 won't get much of anyone skilled out to make a custom leather anything, frankly.

Andrews leather makes one for the shockwave style shotguns. So I'm sure he's not going to judge you for wanting an 80s style shoulder rig for your MP5.

I'll do my part, I have an SP5K coming in that could benefit from such a rig.

So did draw from these rigs work by giving a firm push downwards on the grip of the SMG or do you have to unsnap them l?

You need one with a Shockwave on one side and a M&P on the other.

I've made some really nice knife sheaths, rifle slings and a few other bits from leather and looking at the right in the OP, $300 is way under budget for something like that if you're making it as a one-off. You might find some hobbyist to do it for that price hoping to "get their name out there" but anyone looking to do better than break even for their time is going to be someone who already has a fully equipped shop and does leather professionally. It's sort of like getting a custom part from a machine shop. The 1,000th part might cost $10 but the first part might cost $1000.

It seems laughable that it would cost upwards of 1k for some leather work

I guess that's why we live in a world of kydex now.

The top one (British MP5K) is on a pivot, so you just tilt the weapon up to fire. If you want to free it, you'd grab the leather piece between the 2 snaps and unsnap it.

The Eagle Ind. rig allows a sling-type setup (but uses a proprietary hanger). It must be unsnapped to fire (thumb break like a holster) then could be extended out against the hanger, or released via a short paracord section attached to the hanger's snap ring.

It could also be setup to deploy a Choate folding stock upon release (also with paracord).
