It's not about escape velocity from the moon - it's about dropping your periapsis enough to impact the Earth, as well. Otherwise, you're just in an orbit that's very similar to that of the moon. You may not have noticed, but the moon has not yet impacted the Earth :) |

No. With tech that is in prototype stage such as the Navy rail gun (assuming continuous expansion and evolution of tech)? Yes. That said, Space/moon proofing the Rail Gun, getting the rail gun up to the moon, boosting the tungsten (or mining and refining it on site, which means boosting all that equipment) and getting a power source on site (in and of itself a HUGE task) would mean it's less costly (dollars and cents wise) for a nation to launch a nuclear first strike. |
