Would the rope spin relative to the earth and look stationary to someone standing next to the rope, or would the earth spin under the rope so it looks like the rope is moving to someone standing on the earth?

The rope would spin so fast it would saw through the earth and cut the earth in half. Flat earthera would rejoice… until all the water and air poured into space…then bill gates would have to save us by forcing the earth’s population to get injected with a cocktail of unknown items that would allow  everyone to breathe in the vacuum of space… unfortunately… you have to get a booster ever 6 months to keep your space gills…

When airplanes and helicopters take off, does the ground zoom past them at ~1000 mph, the speed of the Earth's rotation?

Try this.  Put a mark on the ground, stand on the mark then jump straight up intending to land on the same spot.  The earth has moved after you jumped but you were already moving too but less as your lateral movement degraded slightly after the jump, so you don't really return to the same spot.

Assuming that the rope was stationary to begin with it will start moving in the direction of the prevailing winds, which at the equator run from the east to west.

Thankfully that's not how any of this works, otherwise anything rotating with the earth (AKA all of us) would be constantly subjected to something like 1000mph winds at sea level.

You know when you toss an object straight up and it lands several feet away because the earth rotated that much while the object was airborne?

Yeah, neither does anyone else.

Also, tying a rope around the globe sounds like a noose. OP is racist.

How far above the Earth surface is the rope?

If it’s only couple hundred miles it will orbit on its own and the Earth would rotate below it just like the space station. If it’s 20k miles above the surface it would be geosynchronous to the Earth and would rotate the same speed. That’s how geosynchronous satellites work in the Clarke belt.

Assuming a wire rope pulled tight; how high above the Earth could it be lifted before it wouldn't stretch anymore?

The rope wouldn’t be long enough after it was lifted off the earth.

It would spin relative to the earth until acted on by a force, then it would shift its movement relative to the bystander, equivalent to the force exerted.

This is no airplane on a treadmill, that for sure. I’m certain some brainiacs here will elevate it to that level anyway.

This is incorrect.  This would only happen if your used jumper cables instead of rope.  I might be wrong...what do I know about knowin stuff.

If angular momentum is conserved then the rope will appear to someone standing near it to be moving backwards, opposite the spin of the earth, by a small amount.

Counter-question:  how much extra length of rope is needed to raise the entire circumference of the rope 1 ft off the earth's circumference?

The core of the Earth is a magnet, and now we have a steel cable circumscribing the Earth spinning under it.

I know how much current is generated by this set up?

Has OP’s idiotic ramblings just solved the “energy crisis”?

The coefficient of friction of the air across the total surface area of the rope would cause the rope to eventually reach parity with the rotating speed of the earth, even if you could wish the rope into position and existance stationary relative to space and not the earth's rotation. If you built the rope then it would of course start out already matching the earths rotation upon completion.
