At least two people were killed by an Israeli airstrike targeting a car in southern Lebanon's Tyre, Lebanon's state news agency reported on Tuesday.

Two Lebanese security sources told Reuters that a field commander from Lebanon's Hezbollah was one of those killed.

This should be the Hezbollah commanders' theme song.

Being a terrorist in a car in Lebanon or Syria is like standing next to an upper floor window in Russia (not good for your life expectancy!).

Institute for Study of War Backgrounder 14 May

Key Takeaways

Gaza Strip
Israeli forces expanded clearing operations into areas of the Jabalia refugee camp that the Israel Defense Forces (IDF) had not previously cleared.  Two IDF brigades advanced into the center of the Jabalia refugee camp.  Israeli forces initially conducted clearing operations in Jabalia city and refugee camp in November 2023, but the IDF had not advanced into center of the camp previously.

Palestinian militias have sustained the highest number of claimed attacks per day around Jabalia since the war began. Palestinian militias have claimed 86 attacks (an average of roughly 28 attacks per day) targeting Israeli forces since the IDF advanced into eastern Jabalia on May 11.

This rate of attack exceeds the level seen during a similar operation in Zaytoun, when the militias claimed 92 attacks (an average of roughly 10 attacks per day) over a nine-day period during the IDF’s first re-clearing operation in Zaytoun.

The militias have preserved or rebuilt the personnel and material required to contest Israeli raids in the northern Gaza Strip. Hamas will likely be able to compensate for any losses it takes during this Israeli operation by rebuilding its units in the Jabalia refugee camp after the IDF withdraws, given the IDF’s clear-leave-repeat strategy.

Israeli forces continued a re-clearing operation in Zaytoun, southern Gaza City.  Two IDF brigades located and destroyed military infrastructure, including rocket launchers and a weapons depot.

Tanks in the IDF 679th Armored Brigade killed several Palestinian fighters.  Three Palestinian militias separately engaged Israeli forces.

The IDF issued evacuation orders for civilians in areas west of Jabalia in northern Gaza.  The IDF said that it would operate in Atatra, an area west of Jabalia, to clear Palestinian militias operating in and launching rockets from the area.

Israeli forces initially conducted clearing operations in Atatra in November 2023.

The Air Force struck a Hamas operations room inside a UN Relief and Works Agency for Palestinian Refugees (UNRWA) school in Nuseirat, central Gaza. Palestinian fighters, including Hamas ‘Nukhba fighters, recently used the room to coordinate attacks.  The IDF said that the attack killed about 15 Palestinian fighters, including 10 Hamas fighters.  Local Palestinians reported that airstrikes in the area killed a total of 40 people.

The IDF 162nd Division continued its clearing operation in eastern Rafah and near the Rafah border crossing with Egypt.

The IDF Givati Brigade located weapons, killed Palestinian fighters, and directed Israeli airstrikes.  The IDF 401st Armored Brigade engaged several Palestinian cells near the Rafah border crossing.

Local Palestinians reported that Israeli forces are operating west of the Salah al Din Road in eastern Rafah.  Palestinian militias rigged tunnels to explode to target Israeli forces and attacked Israeli forces in Rafah with small arms, improvised explosive devices, and mortars.

Biden administration officials told CNN that the Biden administration assesses that Israel has amassed enough forces on the edge of Rafah city to conduct a full-scale military operation in the "coming days."

Unspecified people fired at a United Nations vehicle in Rafah on May 13, killing a UN employee and injuring another. The UN said that the vehicle was clearly marked and that Israeli forces were aware of the car’s route to a hospital in Khan Younis.  The IDF said that the two workers were hit in an active combat zone but the IDF did not specify who was responsible.

Palestinian militias conducted four indirect fire attacks from the Gaza Strip into Israel on May 14.  Palestinian Islamic Jihad (PIJ) fired rockets from the northern Gaza Strip targeting Sderot.

West Bank
Israeli civilians set fire to two humanitarian aid trucks bound for the Gaza Strip at a checkpoint between Israel and the West Bank.  Israeli Tsav 9 group—a right-wing activist group that seeks to disrupt the delivery of aid into the Gaza Strip as long as Hamas and its militia allies continue to hold Israeli hostages—organized protests to block a humanitarian aid convoy west of Hebron.

Israeli media reported that right-wing protesters returned to the site after Israeli police departed and set fire to two aid trucks from the convoy that the protesters had been blocking

Israeli forces have engaged Palestinian fighters in at least two locations in the West Bank.

Palestinians organized demonstrations on May 14 in Jenin, Ramallah, and Tulkarm to protest the treatment of Palestinians in Israeli prisons.

Lebanon
Lebanese Hezbollah fired several anti-tank guided missiles targeting an Israeli surveillance balloon and equipment associated with it in successive attacks.

Hezbollah fired anti-tank missiles targeting an Israeli surveillance balloon and associated equipment, shooting down the balloon and wounding five IDF soldiers.

Israeli demonstrators blocked roads in northern Israel on May 14 to protest the Israeli government's inability to return displaced Israeli civilians to northern Israel.

Iran
Iranian media identified former Iranian Ambassador to Iraq and IRGC Quds Force Brig. Gen. Eraj Masjedi as the IRGC Quds Force coordination deputy for the first time on May 14. The coordination deputy is the third highest-ranking officer in the IRGC Quds Force.  The IRGC Quds Force coordination deputy is the third most senior position within the IRGC Quds Force. Masjedi replaced the former IRGC Quds Force Coordination Deputy Brig. Gen. Mohammad-Hadi Haji-Rahimi who was killed in the April 1 Israeli airstrike in Damascus, Syria.

Supreme Leader Ali Khamenei greeted a Houthi delegation attending the Tehran International Book Fair on May 13.

Islamic Revolutionary Guard Corps (IRGC) Quds Force Coordination Deputy Brig. Gen. Eraj Masjedi said on May 14 that Iran’s enmity with Israel will not end until Israel is completely destroyed.

Masjedi claimed that Iran can fight Israel and the United States simultaneously.  (Anyone can fight two countries at the same time, the tricky part is beating them both, jackass.)

Iraq
The Islamic Resistance in Iraq—a coalition of Iranian-backed Iraqi militias—claimed on May 13 that it conducted an attack targeting an unspecified “vital target” in Eilat using two “Arfad” drones.

Yemen
CENTCOM intercepted one Houthi drone and one Houthi anti-ship ballistic missile over the Red Sea.  CENTCOM also conducted a preemptive strike targeting a drone in Houthi-controlled territory in Yemen.

Misc. Political Junk
The Qatari prime minister said on May 12 that ceasefire negotiations between Israel and Hamas “are almost at a stalemate.”  He claimed that Israeli operations in Rafah have delayed talks. Hamas contributed to the standstill in negotiations when it introduced a ceasefire counterproposal on May 6 with two key changes that Israel had not accepted.

US National Security Advisor Jake Sullivan said on May 13 that the world must demand Hamas to return to the negotiating table with Israel.  Hamas claimed in a rebuttal to Sullivan’s statement that it has not neglected any round of negotiations and that it agreed to the latest proposal.  Hamas introduced a counterproposal, ”accepted” its own counterproposal, then framed the counterproposal as if Hamas had accepted the original agreement.

Sullivan said that military pressure is necessary but not sufficient to fully defeat Hamas.  He warned that Hamas will return to power without a viable political plan.

Turkish President Recep Tayyip Erdogan said on May 13 that more than 1,000 Hamas members were being treated in hospitals across Turkey.  An anonymous Turkish official told Reuters that Erdogan “misspoke” and meant to say that Turkish hospitals are treating Gazans.  The Turkish government announced plans in November 2023 to evacuate some wounded or sick Gazans, Turkish nationals, and Turkish Cypriots from the Gaza Strip to Turkey

IDF spokesperson: Alternative leadership in Gaza will 'definitely' pressure Hamas, but it's a question for Israeli gov't
IDF Spokesperson Daniel Hagari was asked at a press conference whether a lack of an alternative leadership to Hamas requires Israeli soldiers to operate in areas in Gaza that they have already previously operated in.

Hagari responded that there is no doubt that an alternative administration in Gaza could pressure Hamas, but that "this question is for the political leadership."

Hagari also said that IDF commanders on the ground said there were hostages in Rafah. "I got back from east Rafah, where I met the brigade commanders. They told the chief of staff: There are hostages in Rafah, we are determined to do all it takes to create the conditions to return them soon," he said.

More than half a million people flee fighting in Rafah and northern Gaza, UN says
More than half a million Palestinians have been displaced in recent days by escalating Israeli military operations in southern and northern Gaza, the United Nations says.

Around 450,000 Palestinians were driven out of Rafah in Gaza's south over the past week, the United Nations' agency for Palestinian refugees said Tuesday. There were roughly 1.3 million people sheltering in Rafah before Israel began pushing into the city, which Israel says is the last Hamas stronghold.

Israeli forces are also battling Hamas militants in northern Gaza, where the army had launched major operations earlier in the war. The army's evacuation orders issued Saturday have displaced around 100,000 people so far, UN deputy spokesman Farhan Haq told reporters Monday.

Report: Jordan foiled a weapons smuggling operation; seized Iranian weapons, arrested Muslim Brotherhood members in March
Jordan has foiled a suspected Iranian-led plot to smuggle weapons into the kingdom to help opponents of the ruling monarchy carry out acts of sabotage, according to two Jordanian sources with knowledge of the matter.

The weapons were sent by Iranian-backed militias in Syria to a cell of the Muslim Brotherhood in Jordan that has links to Hamas, the people told Reuters. The cache was seized when members of the cell, Jordanians of Palestinian descent, were arrested in late March, they said.

The two Jordanian sources, who requested anonymity to discuss security matters, declined to say what acts of sabotage were allegedly being planned, citing ongoing investigations and covert operations.

They said the plot's aim was to destabilize Jordan, a country that could become a regional flashpoint in the Gaza crisis as it hosts a U.S. military base and shares borders with Israel as well as Syria and Iraq, both home to Iranian-backed militias.

The sources didn't specify what weapons were seized in the March raid, though said in recent months security services have thwarted numerous attempts by Iran and its allied groups to smuggle in arms including Claymore mines, C4 and Semtex explosives, Kalashnikov rifles and Katyusha rockets.

A drone launched by Hezbollah from Lebanon struck an area in the Lower Galilee earlier this evening, according to the military.

Hezbollah in a statement claims to have targeted an army base near the Golani Junction, west of Tiberias, and some 35 kilometers from the Lebanon border, with several explosive-laden drones.

It would mark Hezbollah's deepest strike in Israel amid the war.

Hezbollah says the drone attack is a response to recent Israeli strikes in southern Lebanon that killed members of the terror group.

"Israel HAS listened to the world." Colonel
@SpencerGuard laid out two false assumptions that the international community is operating under, regarding its pressure on Israel to reduce military force in its war on Hamas in Gaza:

1. "If you bomb less, there will be less destruction."
2. "If you have all precision-guided munitions there will be less collateral damage, less civilian casualties."

Both of the above fallacies fail to take into account that in all scenarios the combatant dictates where the military operation takes place, and how many civilians are nearby.

Long, drawn-out battles going from building to building can be just as destructive using other weapons and tactics like tanks, bulldozers, mortars, and artillery and will prolong the war.

The US-built floating pier could be operational in coming days according to a briefing today. The pier will be off the coast of Gaza and will enable a new maritime corridor from Cyprus where cargo ships will arrive at the. pier and offload goods, then the items will be put on trucks to be shuttled to shore on smaller ships that offload them to a pier affixed to the shore; then the goods go inland.

A few takeaways from the briefing.

The lack of mention of Hamas is fascinating because this is a designated terrorist group. It's not a "faction" that runs Gaza, it's a powerful group. Many NGOs have partnered with it over the years...and they don't even want to call it "terrorist"...but they also tend to refer to "armed groups" rather than referring to Hamas. This basically means Hamas is never critiqued...because it doesn't even exist in reports.

U.S. military pier starts moving towards Gaza
The U.S. military has started moving a pier towards the Gaza coast, a U.S. official said on Wednesday, one of the last steps before the launch of a maritime port promised by President Joe Biden to speed the flow of humanitarian aid to Palestinians.

The U.S. military opted to pre-assemble the maritime pier at Israeli port of Ashdod earlier this month due to weather conditions at the Gaza site where it will now be installed.

Officials hope the pier can be anchored to the coast of Gaza and aid can start flowing in the coming days.

"Earlier today, components of the temporary pier ... along with military vessels involved in its construction, began moving from the Port of Ashdod towards Gaza, where it will be anchored to the beach to assist in the delivery of international humanitarian aid," a U.S. official said.

A British shipment of nearly 100 tons of aid has left Cyprus bound for a new temporary pier in Gaza, the British Foreign Office said on Wednesday.

Twitter thread by John Spencer of Modern War Institute at West Point about US use of MK-84s in our conflicts.  NYT op-ed said we didn't use many, data show otherwise.  Thread inside quote box

I saw an oped today stating How many MK-84s (i.e. 2,000 lbs bombs) did the U.S. use in urban warfare in Vietnam, Iraq and Afghanistan? Virtually none. That is pretty crazy. While not recorded if they were dropped in rural or urban areas, the U.S. dropped thousands just in the invasion phase of Iraq. Actually 14 x 5,000 lbs bombs and 5,460 x 2000 lbs bombs. Many on military targets in cities (Baghdad, Nasiriyaa, Basra, etc).

The U.S. dropped 4 x 2,000 lbs on a building in Baghdad based on "time-sensitive intelligence that some senior Iraqi officials, possibly including Saddam and his two sons, were there." We dropped others on command centers.

GBU 31 – (2,000lbs) – 5,086; GBU 10 – (2,000lbs) – 236; EGBU-27 – (2,000lbs) – 98; GBU 24 – (2,000lbs) – 23; GBU 27 – (2,000lbs) – 11; MK 84 – (2,000lbs) -- 6; GBU 28 – (5,000lbs) – 1; GBU 37 – (5,000lbs) – 13

The question I would ask is how many targets did the U.S. prosecute in bunkers/tunnels that required large munitions to penetrate the ground. Keep in mind that most bunker busting munitions don't penetrate much more than 30 - 100 ft or 12 - 20 inch concrete depending on the size of the round. A 5,000 lbs GBU-72 open source 100ft. A 2,000 lbs GBU-48 open source 50ft.

To be fair, if anyone is expecting a WW2-style defeat of Hamas they will be disappointed.  Most wars in history don't end that way, much less hybrid insurgencies like what we see in Gaza.  Gallant and Halevi both lowered the expectations for a "win" months ago.  They said the objective was to degrade and disrupt Hamas to such a degree that a brigade-size invasion like Al-Aqsa Flood would be impossible to pull off.

That can be achieved as long as Israel can destroy most of the tunnels and retains the ability to go into Gaza to ensure the Gazans don't start building more.  Killing everyone associated with 7 Oct isn't going to happen. Contrary to popular belief, they didn't kill everyone behind Munich 1972, either.

Institute for Study of War Backgrounder 15 May

Key Takeaways

Gaza Strip
The IDF 98th Division continued clearing operations in the center of Jabakia.  Israeli forces engaged “dozens” of Palestinian fighters.

Palestinian militias claimed 34 attacks on Israeli forces operating near Jabalia camp in the last 24 hours.  Palestinian militias have claimed 120 attacks (averaging 30 attacks per day) on Israeli forces since the IDF advanced into eastern Jabalia on May 11, the highest rate of claimed attacks per day in Jabalia since the war began.

Israeli forces continued a re-clearing operation in Zaytoun. The Nahal Brigade killed Palestinian fighters and seized small arms, explosives, and Hamas intelligence documents.

Hamas fighters targeted Israeli forces with rocket-propelled grenades.  Israeli forces located a rocket manufacturing facility near a school.  The Nahal Brigade withdrew on May 15 to prepare for future ”offensive operations.”  The 2nd Reservist Infantry Brigade will remain in Zaytoun.

The IDF 162nd Division continued clearing operations east of Rafah, destroying militia infrastructure.  Palestinian militias targeted Israeli forces east of Rafah city with RPGs, sniper rifles, and improvised explosive devices.  Militias mortared Israeli forces near Rafah crossing.

The Givati Brigade (162nd Division) raided a Hamas training facility.  The training facility contained models of Israeli Merkava tanks and armored personnel carriers. Israeli forces killed Palestinian fighters, seized weapons and intelligence material, and destroyed buildings.

The Israel Defense Forces (IDF) posted footage on May 14 showing unspecified armed Palestinian fighters near an UNRWA logistics facility in eastern Rafah.  The Palestinian fighters were loitering near UN vehicles and moving outside the building. The footage appears to show the Palestinian fighters threatening unspecified individuals and firing their weapons.  The IDF called on the United Nations to conduct an investigation into the incident.

The IDF issued evacuation orders on May 15 for civilians in Menasheya and Sheikh Zayed in northern Gaza.  Israeli forces will conduct operations in the evacuation zones ”immediately” to target Palestinian fighters operating in the area.

The IDF released documents describing the activities of Hamas’ General Security Service in the Gaza Strip.  The IDF obtained documents detailing the names of operatives working for Hamas’ General Security Service, their handlers.  The IDF explained that the head of Hamas in the Gaza Strip Yahya Sinwar and a Hamas Political Bureau member, Rawhi Mushtaha, established the General Security Service to secure Hamas’ control.

The IDF said that Hamas recruited informants in Gazan mosques and elsewhere in communities to report activities that challenge Hamas and planted “agents” within other Palestinian militias, including PIJ, to interfere in their affairs. The General Security Service has also threatened journalists and human rights activists who speak out against Hamas.

Palestinian fighters conducted at least five rocket attacks from the Gaza Strip into southern Israel.  The Air Force attacked Palestinian Islamic Jihad (PIJ) fighters who launched a rocket attack from the northern Gaza Strip targeting Sderot.

West Bank
The al Aqsa Martyrs’ Brigades fired small arms and detonated an improvised explosive device at Israeli forces during operations in Nablus.

The Palestinian Authority claimed that Israeli forces shot and killed a student during a march for Nakba Day in al Bireh, near Ramallah.
The IDF has not commented on the incident.

Israeli forces detained ten wanted individuals and confiscated military equipment during raids across the West Bank.

Lebanon
Iranian-backed militias, including Lebanese Hezbollah, conducted six attacks into northern Israel.

The IDF killed a senior Hezbollah field commander in a drone strike in Tyre, southern Lebanon, on May 14.The IDF said that Hussein Ibrahim al Makki helped plan and execute attacks targeting Israel. Makki previously served as the commander of Hezbollah’s “coastal sector.". Sources reported that Makki served as a coordinator and liaison between Hezbollah and the IRGC Quds Force in Syria and had a ”special relationship” with senior IRGC officer Brig. Gen. Mohammad Reza Zahedi.

Lebanese Hezbollah Secretary General Hassan Nasrallah hosted a Hamas delegation in Beirut on May 15.  Deputy Hamas leader in the Gaza Strip Khalil al Hayya led the delegation.

Jordan
Jordanian security services arrested several Jordanians of Palestinian descent and seized a weapons cache that Iranian-backed militias had smuggled from Syria into Jordan with the involvement of the apprehended Jordanians. The Brotherhood cell members reportedly intended to use the weapons to conduct “acts of sabotage” to destabilize Jordan.

Local sources also claimed that the Jordanian Muslim Brotherhood cell is linked to Hamas’ military wing. A senior Jordanian Muslim Brotherhood representative claimed that senior Hamas leader Saleh al Arouri—who the Israelis killed in January 2024—recruited the arrested cell members.

The Jordanian Muslim Brotherhood acknowledged that security forces arrested some of its members and that these members possessed smuggled weapons but claimed that Brotherhood leadership did not approve the smuggling.   It is notable that Iranian-backed militias and a senior Hamas leader were able to recruit and then smuggle weapons to a cell in Jordan.

The Iranian-backed attempt to arm a Muslim Brotherhood cell in Jordan shows Iran is adopting a more confrontational approach towards Jordan as part of its regional strategy. Jordan has thwarted numerous attempts in recent months by Iran and its partners to smuggle weapons—including Claymore mines, C4 and Semtex explosives, Kalashnikov rifles, and 107mm Katyusha rockets--into the West Bank and Jordan.

Iran
The International Atomic Energy Agency (IAEA)’s understanding of Iranian "nuclear ambitions" has deteriorated, according to the IAEA Safeguards Implementation Report. The IAEA Director General said that Iranian officials “must stop” normalizing discussions about procuring a nuclear weapon.

Islamic Revolutionary Guards Corps (IRGC) Quds Force Commander Brig. Gen. Esmail Ghaani reiterated the Iranian regime’s claim that Iran's April 13 drone and missile attack targeting Israel was a success.  Ghaani emphasized Iran's military during a speech on May 15 commemorating former IRGC Quds Force Coordination Deputy Brig. Gen. Mohammad Hadi Haj Rahimi, who was killed in the airstrike in Damascus, Syria.  Ghaani claimed that Israel, the United States, and the West are “too small” to face Iran and its Axis of Resistance.

The Islamic Resistance in Iraq claimed a drone attack targeting an unspecified “military target” in Eilat as well as firing two “Arqab” cruise missile at unspecified “vital targets” in the Jericho Valley and the Nevatim airbase near Beer Sheva.

Yemen
The Houthis launched an anti-ship ballistic missile at the USS Mason in the Red Sea.  The Houthis also claimed on May 15 that they fired unspecified weapons targeting a vessel identified as the Destiny in the Red Sea.

Post-War Plan for the Gaza Strip
Senior Israeli officials are publicly disagreeing over a post-war plan for the Gaza Strip. The Israeli defense minister demanded a post-war plan from Prime Minister Netanyahu, and the IDF chief of staff called current Israeli operations a “Sisyphean task” unless a post-war plan is established.

Hamas aims to destroy Israel and replace it with an Islamist Palestinian state controlling all Israeli territory. Hamas has said publicly that it can “accept the interim liberation of parts of Palestine” and an “interim truce”,  but these interim steps only “serve as a warrior’s rest stop.”

Parts of Palestine“ in this context refers to the Gaza Strip. A ceasefire that leaves Hamas in power would serve Hamas’ purposes by allowing the group to prepare for the next round of fighting.

Hamas started the current war and there is no reason to believe Hamas will honor a future “truce.”

Military action should be designed and executed with a defined political end state to guide military operations and avoid actions that will undermine the successful achievement of the political end state. Destroying Hamas is a military task, but it is not necessarily a political end state without a vision for the post-war Gaza Strip.

CTP-ISW continues to assess that there is no sustainable end to this conflict if Hamas remains a political and military entity in the Gaza Strip. A ceasefire that leaves Hamas in power would serve Hamas’ purposes by allowing the group to prepare for the next round of fighting.

Five Israeli Soldiers Killed by IDF Tank Fire in Northern Gaza; Three Severely Wounded
 Link

Five Israeli soldiers were killed on Wednesday by IDF tank fire in the northern Gaza Strip.

The soldiers killed in the incident were part of the paratrooper brigade's 202nd battalion. The force entered Gaza City's north along with the 98th division and set up in buildings in the area.

An initial investigation into the deaths of five IDF soldiers reveals that two IDF tanks, located dozens of meters away, identified a weapon and fired shells at an IDF force nearby.

This force had entered the northern part of Gaza and occupied buildings along a logistic route. The tanks fired two shells for unclear reasons, resulting in seven more soldiers being injured, three severely.

The IDF is probing why the shells were fired and if the soldiers were mistaken for armed militants.

The platoon commander and four soldiers were killed and seven soldiers wounded, of which three were wounded severely. An army investigation is ongoing.

The soldiers killed were named as Captain Roy Beit Yaakov, 22, from the Eli settlement; Staff sergeant Gilad Arye Boim, 22, from the Karnei Shomron settlement; Sergeant Daniel Chemu, 20, from Netanya; Sergeant Ilan Cohen, 20, from Carmiel; and Staff Sergeant Betzlel David Shashuah, 21, from Tel Aviv.

Israeli fighter jets struck a Hezbollah rocket launching position in southern Lebanon a short while ago, used to fire some of the estimated 40 projectiles at the Golan Heights this morning.

The IDF says no injuries were caused in the rocket barrage, which Hezbollah claimed targeted three military bases.

Some of the 40 rockets were intercepted by the Iron Dome, the military says.

Meanwhile, a building where Hezbollah operatives were gathered in southern Lebanon's Ayta ash-Shab, and another building in Halta were struck, the IDF says.

The military also says that repeated sirens that sounded in the northern border community of Zar'it were triggered by five projectiles launched from Lebanon. No injuries were caused in the attack, according to the IDF.

Hezbollah claims to have carried out an attack against Israeli military positions near the northern border community of Metula using an armed drone.

In a statement, the terror group says the drone launched two missiles at the IDF targets.

It would mark the first time Hezbollah is using a drone that launches missiles, rather than explosive-laden drones which it has used repeatedly amid the war.

Hezbollah's claims cannot be immediately verified.

The IDF has not yet commented on the incident.

I think it's generally not seen how serious this is that a member of NATO views a terrorist group that openly massacred 1,000 people as an ally. Hamas doesn't hide its murderousness, it openly filmed its members massacring civilians and carting off kids and elderly people as hostages.

Israeli troops operating in southern Gaza's Rafah located several primed rocket launchers with long-range projectiles, the military says.

According to the IDF, some of the launchers were used in attacks on Israeli cities in recent months.

Troops of the 414th Combat Intelligence Collection Unit, using drones, located the primed launchers and demolished them, the military says.

In a different area of Rafah, the IDF says troops located another rocket launching site with dozens of launchers, before it was also demolished. The site had also been used in recent attacks on Israeli cities, including last week's barrage on Beersheba, according to the military.

FDD article referenced in tweet
The Israel Defense Force’s move last week into the southern Gaza city of Rafah has exploded in Egypt like a 2,000-pound bomb. Cairo has long been playing a double game, holding Hamas terrorists near while simultaneously trying to appear helpful to the United States and Israel.

Israel taking control of Rafah threatens Egypt’s ability to exploit the chaos in Gaza, both to generate profits for regime insiders and so Cairo can pose as an indispensable mediator and preserve access to U.S. money and arms. It’s not surprising Cairo is reacting hysterically.

The Egyptian Foreign Ministry harshly criticized Israel’s move and announced it would support South Africa’s case against Israel at the International Court of Justice. Egyptian pundits were unleashed across Arab media to talk about potential abrogation of the 1979 peace treaty with the Jewish state. Egypt’s anger was so great that it withheld aid from Gazans by refusing to send trucks through the Kerem Shalom crossing between Israel and Gaza.

But Cairo does not come to the table with clean hands. For the better part of the last two decades, Egypt has allowed weapons and money to flow to Hamas. In a 2013 interview, Hamas’s Moussa Abu Marzouk said that former Egyptian intelligence chief Omar Suleiman helped the terrorist group and opposed any effort to dismantle it.

Egyptian security officials have looked the other way while Hamas and other Palestinian militants dug tunnels on the Egyptian-Gaza border. That gave Cairo the ability to use the situation in Gaza as a tool for regional influence and to ensure Egypt’s role in the Palestinian-Israeli conflict would not be eclipsed by regional competitors such as Qatar and Turkey.

When Egyptian President Abdel Fattah El-Sisi took power a decade ago, he didn’t have good relations with Hamas. For years, Sisi fought militants in Sinai who were backed by Hamas with military training, weapons, and even media relations. But Cairo’s relations with Hamas improved after 2017, when Hamas released an updated charter disassociating itself from the Muslim Brotherhood.

Some elements close to the Sisi regime have benefited from Hamas control over Gaza and the Rafah crossing. Media reports indicate an Egyptian company run by one of Sisi’s close allies is making hundreds of millions of dollars by taxing Gazans fleeing the current conflict.

Adding to its financial incentive, the Sisi regime views the Rafah crossing as a crucial card in preserving Cairo’s regional standing. Holding it increases Egypt’s relevance to countries that want to send aid to the Palestinians and ensures Washington stays quiet about Egypt’s gross human rights violations so it can maintain a stable flow of U.S. assistance and weaponry. Egypt’s control of the Rafah crossing also forces Israel to rely on Egypt to keep Gaza quiet, in exchange for which Israel lobbies on Sisi’s behalf in Washington.

There are serious fears in Cairo that if Palestinians move to Sinai, they won’t leave — and, worse, could then use Sinai as a staging ground for attacks on Israel. Elements in the regime view this issue as integral to its survival: Domestic opposition in Egypt could destabilize Sisi’s rule if it appears Sinai is being given to Palestinians. This is especially important after the security apparatus peddled conspiracy theories about former Egyptian President and Muslim Brotherhood leader Mohamed Morsi giving Sinai to Palestinians.

While it may be hard for policymakers in Washington to come to terms with Egypt’s double game, it’s a painful conversation that must be had. No serious effort to turn the page on Hamas will yield the desired results without cutting this umbilical cord between the Sisi regime and Hamas.

Hence, the Biden administration should reconsider its naive acceptance of Egyptian concerns at face value. Moreover, the Biden administration should have pushed Egypt at the very least to accept women and children, to address fears of Palestinian militants spilling over to Sinai. Instead, the Biden administration allowed Arab governments working on behalf of Egypt to force the U.S. to stay clear of a critical solution to the humanitarian crisis in Gaza.

Strict monitoring of the Egyptian-Gaza border, either via Israel’s direct control or international troops, is a must for any successful effort to weaken Hamas. Otherwise, the whole Israeli effort will have been in vain, and Egyptian officials will simply go back to their old double game, juggling Hamas and Israel as the situation requires.

The more I think about Cairo's role, the more there is lack of clarity here. It used to be that it seemed clear that Cairo is against the MB....Hamas is linked to the MB, so Cairo must certainly be against Hamas. But then one looks back and sees how Hamas grew exponentially more powerful since 2013 (under the watchful eye of the current government in Cairo)...and thus one must begin to wonder...how did this happen. Is it possible that there are cynical processes at work...things behind the scenes...deals perhaps with governments that back Hamas...and interests as described below...interests that are not just simple but multi-layered and led to this?

I am beginning to believe this requires a lot more spotlight.

Israeli soldiers, Defense Ministry and army unwittingly reveal troop concentrations in Gaza
Videos and photos posted online by Israeli soldiers, military reporters, the army and the Defense Ministry have revealed the location of Israeli troop concentrations in Gaza, showing that the army isn't enforcing field-security protocols on soldiers and civilians who enter the Strip.

Palestinian journalists identified one concentration after soldiers posted two different videos from the same place. The reporters shared the videos on social media, noting the exact location where the footage was filmed, and the posts racked up more than a million views. Satellite images confirm that the army operated in that location.

An Israeli military reporter and his media outlet posted another video that revealed the same troop concentration. Another concentration was revealed in a video posted by another Israeli military reporter while he visited this location. An analysis of the video and a comparison with openly available sources – such as footage, photos and satellite images – shows that the location was near the buffer zone the army is creating in the Gaza Strip.

On social media, such footage receives hundreds of thousands of views. Previous media investigations found that Hamas used information in soldiers' online accounts to meticulously plan the October 7 assault. Three months ago, Haaretz reported that an ongoing operational-security failure by soldiers exposed their exact location.

The Defense Ministry also released a statement that included precise aerial footage of another troop concentration. Earlier, the Israel Defense Forces' Spokesperson's Unit published photos of the IDF chief of staff visiting Gaza and revealed another troop concentration in the process.

Hamas shells areas where troop concentrations are revealed in videos, and its fighters often plant explosives along roads used by the IDF. At one location that was revealed, Israeli troops were wounded.

The IDF Spokesperson's Unit says that the army "stresses the responsibility of those serving to uphold the directives and protect classified information, with command discipline and by tightly monitoring these things." It says that it is also enforcing penalties "against any deviation from the directives. Enforcement has recently been increased, and troops have been tried and received various punishments."

Dozens of Israeli settlers protesting Gaza aid convoys; Palestinian truck driver injured
Dozens of Israeli settlers demonstrated late Thursday night in the West Bank against the transfer of humanitarian aid to the Gaza Strip. According to Israeli security sources, the protestors are throwing stones at Palestinian vehicles.

One of the demonstrators was slightly injured by a car when, according to sources, the Palestinian driver veered toward a group of protestors and hit one before driving off. The IDF is treating the incident as an accidents and, according to one military source, the driver was trying to escape the group of protestors. Police and Border Police officers used stun grenades and teargas to try and disperse the Israeli protestors. One security source told Haaretz that police have made no arrests and are not currently in control of the situation.

Meanwhile, settlers set fire to a truck that they believed was carrying humanitarian aid to the Gaza Strip on Thursday night. The incident occurred near the West Bank settlement of Kochav Hashahar. The driver was moderately wounded and taken to hospital in Jerusalem for treatment.

Institute for Study of War Backgrounder 16 May

Key Takeaways

Gaza Strip
The IDF 98th Division continued clearing operations in Jabalia refugee camp.  Israeli forces killed and detained dozens of fighters, located weapons, and destroyed military infrastructure.  Airstrikes have killed over 150 fighters in Jabalia since the IDF expanded clearing operations there on May 11.

Palestinian militias carried out 20 attacks against Israeli forces in or near Jabalia in the last 24 hours.

Five IDF soldiers died and seven others were wounded from Israeli tank fire in Jabalia refugee camp on 15 May.  An Israeli tank fired two shells at a building after mistaking a group of Israeli soldiers inside the building for Palestinian fighters. The soldiers belonged to the IDF 202nd Paratrooper Battalion.

The 99th Division "completed” its clearing operation in Zaytoun on May 16.  The IDF returned to  Zaytoun in southern Gaza City on May 8, marking the third time that the IDF has conducted a clearing operation there.

The IDF 2nd Brigade (99th Division) killed Palestinian fighters and destroyed an "operational (tunnel) shaft".  The 2nd and 679th Brigades continue to operate in the central Gaza Strip.

The IDF 162nd Division continued clearing operations east of Rafah City.  The IDF 89th Commando Brigade directed airstrikes on Hamas fighters.  The IDF 401st Brigade and Givati Brigade (both under the 162nd Division) killed Palestinian fighters and located weapons and tunnel shafts.

Palestinian militias, including Hamas, targeted Israeli forces east of Rafah with anti-personnel mines, rocket-propelled grenades, sniper fire, mortars, and rockets.

Israeli Defense Minister Yoav Gallant said on May 16 that the IDF will deploy additional forces to Rafah as Israeli forces continue to conduct limited operations in the area.  He said that Israeli forces have destroyed several tunnels in eastern Rafah and will continue to destroy tunnels.

Gallant added that IDF operations will “intensify” in Rafah and that Hamas is not able to “regenerate itself",  lacks reserves, supplies, and munitions and has no ability to manufacture weapons or provide medical treatment to its fighters.

CENTCOM announced on May 16 that it had anchored a temporary pier to the Gaza Strip to deliver humanitarian aid by sea.

Egypt rejected on May 16 an Israeli proposal to coordinate the reopening of the Rafah border crossing.  A US official told Israeli media on that the PA rejected the Israeli proposal for the PA to manage the crossing.  Egypt said that the crossing should be managed only by Palestinian authorities, leaving few options other than the PA.  The Hamas-run General Authority for Crossings and Borders had previously managed the crossing.

Palestinian fighters conducted at least three rocket attacks from the Gaza Strip into southern Israel in the last 24 hours.  In separate attacks, Hamas and the Popular Front for the Liberation of Palestine fired rockets targeting Kerem Shalom and Nahal Oz.  Palestinian fighters also mortared Meflasim.

West Bank
Israeli forces have engaged Palestinian fighters in at least eight locations in the West Bank in the last 24 hours.

The IDF conducted an “extensive” operation to disrupt Palestinian militia financing networks in several cities in the West Bank.  The IDF raided sites in Bethlehem, Nablus, Qalqilya, Ramallah, Tubas, and Tulkarm.

The IDF detained several individuals and confiscated documents.  The operation was conducted as part of an expansion of the IDF's and Shin Bet’s activities to “prevent terrorist funds in the Central Command.”

PIJ, the al Aqsa Martyrs’ Brigades, and other Palestinian fighters targeted Israeli forces with small arms and improvised explosive devices, in Nablus, Qalqilya, Tubas, and Tulkarm where three militants were killed.  Hamas and the al Aqsa Martyrs‘ Brigades attacked IDF forces at the Taiba crossing along Israel-West Bank border.

A Palestinian stabbed an IDF non-commissioned officer at the Yitzhar Junction south of Nablus on May 16.  The IDF and Shin Bet arrested the suspect in Awarta, south of Nablus.

Southern Lebanon and Golan Heights
Lebanese Hezbollah has conducted at least 16 attacks into northern Israel in the last 24 hours.  Hezbollah claimed to have launched two S-5 air-to-surface rockets from a drone for the first time, at an IDF site near the Israel-Lebanon border; the IDF denies the drones fired missiles, insisting the drone was an ordinary suicide drone.  Video of the attack suggests that Hezbollah launched rockets from a drone before the drone hit its target and detonated.

Hezbollah separately conducted its furthest drone attack into Israel yet on May 15.  At least one drone struck an Israeli missile-detecting blimp 35 kilometers south of the Israel-Lebanon border. An IDF spokesperson said that the attack on the blimp did not degrade the “IDF's ability to build an aerial image of the area.”  Hezbollah also targeted two Israeli military industrial sites in northern Israel with one-way attack drones.

The Air Force struck a weapons manufacturing plant in the Baalbek region where  Hezbollah builds guided munitions and drones.  Lebanese media described the Israeli strike as the largest in Baalbek since the start of the war.  Hezbollah fired a 60-rocket barrage targeting three IDF sites in northern Israel in response.

Yemen
Houthi Supreme Leader Abdulmalik al Houthi claimed that the Houthis have attacked international shipping in the Mediterranean Sea in recent days. No evidence to support this claim is currently available.

The Houthis’ Shahed-136 drone has a range of around 2,500 kilometers and could reach the Mediterranean Sea.  Abdulmalik’s claim comes after the Houthis announced on May 3 that they began a “fourth phase” of escalation by targeting international shipping bound for Israel in the Mediterranean Sea.

Abdulmalik’s claim is likely part of the broader effort that the Axis of Resistance is conducting to impose an unofficial blockade on Israel. Iranian-backed militias in Iraq and Bahrain have similarly claimed in recent weeks to have conducted attacks targeting Israeli infrastructure and sites tied to Israeli international trade.

It is unclear whether these attacks actually occurred. Iran and its so-called “Axis of Resistance” appear to be operating on the theory that severe economic disruption would compel Israel to accept defeat in the Gaza Strip and that such economic pressure could ultimately collapse the Israeli state.

Part of the Iranian strategy to destroy Israel revolves around creating economic problems and fear so Israelis leave the country.  Iran has sought to extend its military reach into the Mediterranean Sea as part of this strategy.

CTP-ISW believe the Houthis will likely fail to disrupt trade around the Mediterranean.  The Houthis have a much more limited suite of capabilities that could reach the Mediterranean; they also lack the robust targeting capabilities they have in the Red Sea in the Iranian Behshad surveillance ship.

Abdulmalik separately called on Iranian-backed Iraqi militias to join the Houthis’ “fourth phase” of escalation in the Mediterranean Sea.

CENTCOM conducted a preemptive strike targeting four one-way attack drones in Houthi-controlled areas of Yemen.

Iraq
The Islamic Resistance in Iraq—a coalition of Iranian-backed Iraqi militias— claimed two attacks targeting Israel.
