 Institute for Study of War Backgrounder 14 May Key Takeaways Gaza Strip Israeli forces expanded clearing operations into areas of the Jabalia refugee camp that the Israel Defense Forces (IDF) had not previously cleared. Two IDF brigades advanced into the center of the Jabalia refugee camp. Israeli forces initially conducted clearing operations in Jabalia city and refugee camp in November 2023, but the IDF had not advanced into center of the camp previously. Palestinian militias have sustained the highest number of claimed attacks per day around Jabalia since the war began. Palestinian militias have claimed 86 attacks (an average of roughly 28 attacks per day) targeting Israeli forces since the IDF advanced into eastern Jabalia on May 11. This rate of attack exceeds the level seen during a similar operation in Zaytoun, when the militias claimed 92 attacks (an average of roughly 10 attacks per day) over a nine-day period during the IDF’s first re-clearing operation in Zaytoun. The militias have preserved or rebuilt the personnel and material required to contest Israeli raids in the northern Gaza Strip. Hamas will likely be able to compensate for any losses it takes during this Israeli operation by rebuilding its units in the Jabalia refugee camp after the IDF withdraws, given the IDF’s clear-leave-repeat strategy. Israeli forces continued a re-clearing operation in Zaytoun, southern Gaza City. Two IDF brigades located and destroyed military infrastructure, including rocket launchers and a weapons depot. Tanks in the IDF 679th Armored Brigade killed several Palestinian fighters. Three Palestinian militias separately engaged Israeli forces. The IDF issued evacuation orders for civilians in areas west of Jabalia in northern Gaza. The IDF said that it would operate in Atatra, an area west of Jabalia, to clear Palestinian militias operating in and launching rockets from the area. Israeli forces initially conducted clearing operations in Atatra in November 2023. The Air Force struck a Hamas operations room inside a UN Relief and Works Agency for Palestinian Refugees (UNRWA) school in Nuseirat, central Gaza. Palestinian fighters, including Hamas ‘Nukhba fighters, recently used the room to coordinate attacks. The IDF said that the attack killed about 15 Palestinian fighters, including 10 Hamas fighters. Local Palestinians reported that airstrikes in the area killed a total of 40 people. The IDF 162nd Division continued its clearing operation in eastern Rafah and near the Rafah border crossing with Egypt. A drone launched by Hezbollah from Lebanon struck an area in the Lower Galilee earlier this evening, according to the military. Hezbollah in a statement claims to have targeted an army base near the Golani Junction, west of Tiberias, and some 35 kilometers from the Lebanon border, with several explosive-laden drones. It would mark Hezbollah's deepest strike in Israel amid the war. Hezbollah says the drone attack is a response to recent Israeli strikes in southern Lebanon that killed members of the terror group.
Israeli fighter jets struck a Hezbollah rocket launch site in southern Lebanon, used in the barrage on the Mount Meron area earlier today, the military says. Additionally, a building belonging to Hezbollah's elite Radwan force was struck in the Jabal Rezlane area, and another Hezbollah building was hit in Blida, the IDF says. The IDF says it also shelled the source of rocket and missile fire on northern Israel today with artillery.
A rocket launched from southern Gaza's Rafah toward the Kerem Shalom Crossing area struck an open area, the military says. The IDF says no damage or injuries were caused. An alert was activated in an open area on the Home Front Command mobile app, and not in any towns.
"Israel HAS listened to the world." "If you bomb less, there will be less destruction." 2. "If you have all precision-guided munitions there will be less collateral damage, less civilian casualties." Both of the above fallacies fail to take into account that in all scenarios the combatant dictates where the military operation takes place, and how many civilians are nearby. The US-built floating pier could be operational in coming days according to a briefing today. The pier will be off the coast of Gaza and will enable a new maritime corridor from Cyprus where cargo ships will arrive at the. pier and offload goods, then the items will be put on trucks to be shuttled to shore on smaller ships that offload them to a pier affixed to the shore; then the goods go inland. A few takeaways from the briefing.
The lack of mention of Hamas is fascinating because this is a designated terrorist group. It's not a "faction" that runs Gaza, it's a powerful group. Many NGOs have partnered with it over the years...and they don't even want to call it "terrorist"...but they also tend to refer to "armed groups" rather than referring to Hamas. I saw an oped today stating How many MK-84s (i.e. 2,000 lbs bombs) did the U.S. use in urban warfare in Vietnam, Iraq and Afghanistan? Virtually none. That is pretty crazy. While not recorded if they were dropped in rural or urban areas, the U.S. dropped thousands just in the invasion phase of Iraq. Actually 14 x 5,000 lbs bombs and 5,460 x 2000 lbs bombs. Many on military targets in cities (Baghdad, Nasiriyaa, Basra, etc). The U.S. dropped 4 x 2,000 lbs on a building in Baghdad based on "time-sensitive intelligence that some senior Iraqi officials, possibly including Saddam and his two sons, were there." We dropped others on command centers. GBU 31 – (2,000lbs) – 5,086; GBU 10 – (2,000lbs) – 236; EGBU-27 – (2,000lbs) – 98; GBU 24 – (2,000lbs) – 23; GBU 27 – (2,000lbs) – 11; MK 84 – (2,000lbs) -- 6; GBU 28 – (5,000lbs) – 1; GBU 37 – (5,000lbs) – 13 The question I would ask is how many targets did the U.S. prosecute in bunkers/tunnels that required large munitions to penetrate the ground. Keep in mind that most bunker busting munitions don't penetrate much more than 30 - 100 ft or 12 - 20 inch concrete depending on the size of the round. A 5,000 lbs GBU-72 open source 100ft. To be fair, if anyone is expecting a WW2-style defeat of Hamas they will be disappointed. Most wars in history don't end that way, much less hybrid insurgencies like what we see in Gaza. Gallant and Halevi both lowered the expectations for a "win" months ago. They said the objective was to degrade and disrupt Hamas to such a degree that a brigade-size invasion like Al-Aqsa Flood would be impossible to pull off. That can be achieved as long as Israel can destroy most of the tunnels and retains the ability to go into Gaza to ensure the Gazans don't start building more. Killing everyone associated with 7 Oct isn't going to happen. Contrary to popular belief, they didn't kill everyone behind Munich 1972, either. |

The IDF confirms that one of Hezbollah's drones hit a sensitive military facility near the Golani Junction in the Lower Galilee last night. Two drones were launched in the attack, with one being downed by air defenses. The second struck the site, and the damage is currently being evaluated by the military.
Israeli fighter jets struck a Hezbollah rocket launching position in southern Lebanon a short while ago, used to fire some of the estimated 40 projectiles at the Golan Heights this morning. The IDF says no injuries were caused in the rocket barrage, which Hezbollah claimed targeted three military bases. Some of the 40 rockets were intercepted by the Iron Dome, the military says. Meanwhile, a building where Hezbollah operatives were gathered in southern Lebanon's Ayta ash-Shab, and another building in Halta were struck, the IDF says. The military also says that repeated sirens that sounded in the northern border community of Zar'it were triggered by five projectiles launched from Lebanon. No injuries were caused in the attack, according to the IDF.

Hezbollah claims to have carried out an attack against Israeli military positions near the northern border community of Metula using an armed drone. In a statement, the terror group says the drone launched two missiles at the IDF targets. It would mark the first time Hezbollah is using a drone that launches missiles, rather than explosive-laden drones which it has used repeatedly amid the war. Hezbollah's claims cannot be immediately verified. The IDF has not yet commented on the incident.
The Israeli military says an explosive-laden drone launched from Lebanon struck an area near the northern community of Metula earlier today, injuring three soldiers. One of the troops is listed in serious condition, and the other two are lightly hurt. The IDF says it is investigating the incident. Hezbollah claimed that the drone was armed with missiles that were launched at IDF targets in Metula.
I think it's generally not seen how serious this is that a member of NATO views a terrorist group that openly massacred 1,000 people as an ally. Hamas doesn't hide its murderousness, it openly filmed its members massacring civilians and carting off kids and elderly people as hostages. |

The military announces the death of a reservist who was killed earlier today in an "operational accident" on the border with the Gaza Strip. He is named as Sgt. Maj. (res.) Ran Yavetz, 39, of the Bislamach Brigade's 6828th Battalion, from Modiin. Yavetz was killed and another four troops were lightly hurt in a blast caused by Israeli munitions in a military zone near the Black Arrow memorial site on the border. The cause of the blast is still under investigation.
IDF Spokesman Rear Adm. Daniel Hagari in a press conference says there is no damage to the Israeli Air Force's ability to detect incoming threats, after a Hezbollah explosive-laden drone struck a grounded missile-detecting blimp last night. He says the drone struck "a balloon that was on the ground" at a military base near the Golani Junction, some 35 kilometers from the Lebanon border. The aerostat, known as Sky Dew, is not yet operational. "There are no injuries and there is no damage to the IDF's ability to build an aerial image of the area. The IDF acts against Hezbollah's drones and the aerial threat on all borders," he says.
Israeli troops operating in southern Gaza's Rafah located several primed rocket launchers with long-range projectiles, the military says. According to the IDF, some of the launchers were used in attacks on Israeli cities in recent months. Troops of the 414th Combat Intelligence Collection Unit, using drones, located the primed launchers and demolished them, the military says. In a different area of Rafah, the IDF says troops located another rocket launching site with dozens of launchers, before it was also demolished. The site had also been used in recent attacks on Israeli cities, including last week's barrage on Beersheba, according to the military.
The military says it carried out strikes against some 10 Hezbollah targets in southern Lebanon a short while ago, including buildings were operatives were gathered. The IDF also confirms that earlier today it carried out a drone strike on a vehicle with two Hezbollah operatives in it, near the southern Lebanon towns of Qana and Seddiqine. According to the IDF, the pair were "en route to carrying out an immediate terror attack" against Israel. Cairo has long been playing a double game, holding Hamas terrorists near while simultaneously trying to appear helpful to the United States and Israel. Israel taking control of Rafah threatens Egypt’s ability to exploit the chaos in Gaza, both to generate profits for regime insiders and so Cairo can pose as an indispensable mediator and preserve access to U.S. money and arms. It’s not surprising Cairo is reacting hysterically. The Egyptian Foreign Ministry harshly criticized Israel’s move and announced it would support South Africa’s case against Israel at the International Court of Justice. Egyptian pundits were unleashed across Arab media to talk about potential abrogation of the 1979 peace treaty with the Jewish state. Egypt’s anger was so great that it withheld aid from Gazans by refusing to send trucks through the Kerem Shalom crossing between Israel and Gaza. But Cairo does not come to the table with clean hands. For the better part of the last two decades, Egypt has allowed weapons and money to flow to Hamas. In a 2013 interview, Hamas’s Moussa Abu Marzouk said that former Egyptian intelligence chief Omar Suleiman helped the terrorist group and opposed any effort to dismantle it. Egyptian security officials have looked the other way while Hamas and other Palestinian militants dug tunnels on the Egyptian-Gaza border. That gave Cairo the ability to use the situation in Gaza as a tool for regional influence and to ensure Egypt’s role in the Palestinian-Israeli conflict would not be eclipsed by regional competitors such as Qatar and Turkey. When Egyptian President Abdel Fattah El-Sisi took power a decade ago, he didn’t have good relations with Hamas. For years, Sisi fought militants in Sinai who were backed by Hamas with military training, weapons, and even media relations. But Cairo’s relations with Hamas improved after 2017, when Hamas released an updated charter disassociating itself from the Muslim Brotherhood. Some elements close to the Sisi regime have benefited from Hamas control over Gaza and the Rafah crossing. Media reports indicate an Egyptian company run by one of Sisi’s close allies is making hundreds of millions of dollars by taxing Gazans fleeing the current conflict. Adding to its financial incentive, the Sisi regime views the Rafah crossing as a crucial card in preserving Cairo’s regional standing. Holding it increases Egypt’s relevance to countries that want to send aid to the Palestinians and ensures Washington stays quiet about Egypt’s gross human rights violations so it can maintain a stable flow of U.S. assistance and weaponry. Egypt’s control of the Rafah crossing also forces Israel to rely on Egypt to keep Gaza quiet, in exchange for which Israel lobbies on Sisi’s behalf in Washington. There are serious fears in Cairo that if Palestinians move to Sinai, they won’t leave — and, worse, could then use Sinai as a staging ground for attacks on Israel. Elements in the regime view this issue as integral to its survival: Domestic opposition in Egypt could destabilize Sisi’s rule if it appears Sinai is being given to Palestinians. This is especially important after the security apparatus peddled conspiracy theories about former Egyptian President and Muslim Brotherhood leader Mohamed Morsi giving Sinai to Palestinians. While it may be hard for policymakers in Washington to come to terms with Egypt’s double game, it’s a painful conversation that must be had. No serious effort to turn the page on Hamas will yield the desired results without cutting this umbilical cord between the Sisi regime and Hamas. Hence, the Biden administration should reconsider its naive acceptance of Egyptian concerns at face value. Moreover, the Biden administration should have pushed Egypt at the very least to accept women and children, to address fears of Palestinian militants spilling over to Sinai. Instead, the Biden administration allowed Arab governments working on behalf of Egypt to force the U.S. to stay clear of a critical solution to the humanitarian crisis in Gaza. Strict monitoring of the Egyptian-Gaza border, either via Israel’s direct control or international troops, is a must for any successful effort to weaken Hamas. Otherwise, the whole Israeli effort will have been in vain, and Egyptian officials will simply go back to their old double game, juggling Hamas and Israel as the situation requires. Haisam Hassanein is an adjunct fellow at FDD, where he analyzes Arab-Israel relations.
The more I think about Cairo's role, the more there is lack of clarity here. It used to be that it seemed clear that Cairo is against the MB....Hamas is linked to the MB, so Cairo must certainly be against Hamas. But then one looks back and sees how Hamas grew exponentially more powerful since 2013 (under the watchful eye of the current government in Cairo)...and thus one must begin to wonder...how did this happen. Is it possible that there are cynical processes at work...things behind the scenes...deals perhaps with governments that back Hamas...and interests as described below...interests that are not just simple but multi-layered and led to this? I am beginning to believe this requires a lot more spotlight. |

The IDF was not incorrect when it said an explosive-laden drone crashed in northern Israel earlier, though neither was Hezbollah when it claimed that its drone launched missiles at a military position near Metula. Footage released by the terror group shows the attack, which left a soldier seriously wounded and another two lightly hurt.

The reporters shared the videos on social media, noting the exact location where the footage was filmed, and the posts racked up more than a million views. Satellite images confirm that the army operated in that location. An Israeli military reporter and his media outlet posted another video that revealed the same troop concentration. Another concentration was revealed in a video posted by another Israeli military reporter while he visited this location. An analysis of the video and a comparison with openly available sources – such as footage, photos and satellite images – shows that the location was near the buffer zone the army is creating in the Gaza Strip. On social media, such footage receives hundreds of thousands of views. Previous media investigations found that Hamas used information in soldiers' online accounts to meticulously plan the October 7 assault. Three months ago, Haaretz reported that an ongoing operational-security failure by soldiers exposed their exact location. The Defense Ministry also released a statement that included precise aerial footage of another troop concentration. Earlier, the Israel Defense Forces' Spokesperson's Unit published photos of the IDF chief of staff visiting Gaza and revealed another troop concentration in the process. Hamas shells areas where troop concentrations are revealed in videos, and its fighters often plant explosives along roads used by the IDF. At one location that was revealed, Israeli troops were wounded. The IDF Spokesperson's Unit says that the army "stresses the responsibility of those serving to uphold the directives and protect classified information, with command discipline and by tightly monitoring these things." It says that it is also enforcing penalties "against any deviation from the directives. Enforcement has recently been increased, and troops have been tried and received various punishments."

Five IDF soldiers died and seven others were wounded from Israeli tank fire in Jabalia refugee camp on 15 May. An Israeli tank fired two shells at a building after mistaking a group of Israeli soldiers inside the building for Palestinian fighters. The soldiers belonged to the IDF 202nd Paratrooper Battalion. The 99th Division "completed” its clearing operation in Zaytoun on May 16. Southern Lebanon and Golan Heights Lebanese Hezbollah has conducted at least 16 attacks into northern Israel in the last 24 hours. Hezbollah claimed to have launched two S-5 air-to-surface rockets from a drone for the first time, at an IDF site near the Israel-Lebanon border; the IDF denies the drones fired missiles, insisting the drone was an ordinary suicide drone. Video of the attack suggests that Hezbollah launched rockets from a drone before the drone hit its target and detonated. Hezbollah separately conducted its furthest drone attack into Israel yet on May 15. At least one drone struck an Israeli missile-detecting blimp 35 kilometers south of the Israel-Lebanon border. An IDF spokesperson said that the attack on the blimp did not degrade the “IDF's ability to build an aerial image of the area.” Hezbollah also targeted two Israeli military industrial sites in northern Israel with one-way attack drones. The Air Force struck a weapons manufacturing plant in the Baalbek region where Hezbollah builds guided munitions and drones. Lebanese media described the Israeli strike as the largest in Baalbek since the start of the war. Hezbollah fired a 60-rocket barrage targeting three IDF sites in northern Israel in response. Yemen Houthi Supreme Leader Abdulmalik al Houthi claimed that the Houthis have attacked international shipping in the Mediterranean Sea in recent days. No evidence to support this claim is currently available. The Houthis’ Shahed-136 drone has a range of around 2,500 kilometers and could reach the Mediterranean Sea. Abdulmalik’s claim comes after the Houthis announced on May 3 that they began a “fourth phase” of escalation by targeting international shipping bound for Israel in the Mediterranean Sea. Abdulmalik’s claim is likely part of the broader effort that the Axis of Resistance is conducting to impose an unofficial blockade on Israel. Iranian-backed militias in Iraq and Bahrain have similarly claimed in recent weeks to have conducted attacks targeting Israeli infrastructure and sites tied to Israeli international trade. It is unclear whether these attacks actually occurred. Iran and its so-called “Axis of Resistance” appear to be operating on the theory that severe economic disruption would compel Israel to accept defeat in the Gaza Strip and that such economic pressure could ultimately collapse the Israeli state. Part of the Iranian strategy to destroy Israel revolves around creating economic problems and fear so Israelis leave the country. Iran has sought to extend its military reach into the Mediterranean Sea as part of this strategy. CTP-ISW believe the Houthis will likely fail to disrupt trade around the Mediterranean. The Houthis have a much more limited suite of capabilities that could reach the Mediterranean; they also lack the robust targeting capabilities they have in the Red Sea in the Iranian Behshad surveillance ship. Abdulmalik separately called on Iranian-backed Iraqi militias to join the Houthis’ “fourth phase” of escalation in the Mediterranean Sea. CENTCOM conducted a preemptive strike targeting four one-way attack drones in Houthi-controlled areas of Yemen. Iraq The Islamic Resistance in Iraq—a coalition of Iranian-backed Iraqi militias— claimed two attacks targeting Israel.
