I was watching the streaming ticker message under the Fox news broadcast just an hour ago to read that the Pentagon has not confirmed that Russia is using thermobaric weapons.

Is it that they don't think so? .....or more like they don't want to have to acknowledge it?

They probably don't have enough info one way or the other to say.  Also, why would they not "want to have to acknowledge it?"  Thermobarics are not, in and of themselves, illegal to use - heck, NUCLEAR weapons are not in and of themselves banned by the various accords.  Any weapon may or may not be illegal, depending on how and where it is used.

ETA:  Additionally, it is possible that there is no one at the Pentagon whose job includes telling Fox News what weapons are being used in combat not involving the US actually knows.  Intelligence analysts don't typically call Public Affairs every time they learn something about Russia.
