It may be that they are looking for a specific type of radio emissions on a set of radio frequencies Since it only looks to be impacting people flying DJI drones. It's more likely that they are using a feature in the DJI software that phones home to DJI with the GPS position of the pilot at the time of launch. This my be with the full knowledge and consent of DJI. It may also be that they have hacked DJI's servers. Nobody is certain of anything because the Russians ain't saying and DJI is full of fuck. |

You cannot radiate anything that isn't DFable in some fashion. Best you can do is maybe encrypt the content, or only radiate in short bursts or something, but it's physically impossible to radiate energy secretly.
