Just a heads up, I will be out until this evening.  Have to run the dog to a Vet hospital that is a long drive both today and tomorrow.  Need to see if she has cancer, or if they can operate.  I certainly would appreciate any extra prayers for the dog, she's the best.

MOSCOW, March 12 (Reuters) - Ukraine pounded targets across Russia on Tuesday with at least 25 drones and nine rockets, in a sweeping attack that one Russian official said had triggered a fire at a major refinery in the world's second largest oil exporter.

Russia and Ukraine have both used drones to strike critical infrastructure, military installations and troop concentrations in their more than two-year war, with Kyiv hitting Russian refineries and energy facilities in recent months.

Russia's defence ministry said it had downed 25 Ukrainian drones over Russian regions including Moscow, Leningrad, Belgorod, Kursk, Bryansk, Tula and Oryol.
Russian officials reported attacks on a slew of energy facilities, including a fire at Lukoil's (LKOH.MM), opens new tab NORSI refinery and a drone destroyed on the outskirts of the town of Kirishi, home to Russia's second largest oil refinery.

Gleb Nikitin, governor of the Nizhny Novgorod region, posted a picture of the NORSI refinery and said emergency services were working to put out a fire there.

"A fuel and energy complex facility was attacked by unmanned aerial vehicles," Nikitin said on Telegram. Russian Telegram channels said a crude distillation unit at the refinery had been damaged and was on fire.

Lukoil did not immediately respond to a request for comment.
The NORSI refinery can process about 17 million metric tons of oil per year, or 340,000 barrels per day. It typically produces 11% of Russia's gasoline.

Domestic gasoline prices are sensitive for motorists and farmers in the world's biggest wheat exporter ahead of a March 15-17 presidential election. Russia imposed a six-month ban on gasoline exports on March 1.

DRONES AND MISSILES

The Baza Telegram channel, which is close to Russian law enforcement, said Lukoil's Nizhny Novgorod refinery had also been hit, and showed pictures of a plume of black smoke rising into the air and a major fire.

Reuters could not independently verify the report.

Russia's defence ministry said Ukraine had fired eight RM-70 rockets and one Tochka-U missile at the Belgorod region, where some Russian war correspondents said there had also been an attempt by armed groups to cross into Russian territory.

At least two Ukraine-based armed groups purporting to be made up of Russians opposed to the Kremlin said on their social media pages they had launched an incursion across the Russian border on Tuesday. Reuters could not independently verify the claims.

Oryol region's Governor Andrei Klychkov said Ukraine had launched a drone attack at a fuel facility in the region, with the RIA news agency citing emergency services as saying one petroleum tank was on fire following the attack.

The governor later said firefighters, who were shown spraying plumes of foam, had put out the fire at an oil storage facility in the region.

At least 17 people from high-rise buildings near the site where the drone crashed were reported to have been evacuated to a temporary accommodation centre.
Officials in several regions continued to report drone attacks after the defence ministry statement. No casualties were reported in the attacks.

One drone flying towards Moscow had been downed over the Ramensky district near the capital, Moscow Mayor Sergei Sobyanin said on Telegram.

PARIS — French defense firms have boosted production of self-propelled guns, artillery shells, fighter jets and anti-air missiles, the country’s armed forces minister said Monday.

The announcement by Sébastien Lecornu comes as France aims to boost the delivery of weaponry to Ukraine, which is fighting off a Russian invasion, and more than a year after French President Emmanuel Macron called for the country to embrace a “war economy.”

France plans to increase its monthly deliveries of 155mm shells, from 1,000 per month in January 2023 to 3,000 per month in January 2024, Lecornu said.

“Concrete results of a shift to a war economy,” Lecornu wrote on X, formerly known as Twitter, following a visit to a local Nexter Systems facility in Roanne, which manufactures the truck-mounted 155mm howitzer Caesar. “To replenish our capacities transferred to Ukraine and to continue to supply all of our allies.”

Nexter has raised production of the Caesar to six per month from two at the start of 2022, Lecornu added, and the pace will increase to eight systems per month from the start of next year.

The company is providing operational support for all Caesar systems in service in Ukraine, using virtual reality to guide Ukrainian engineers through maintenance operations, Nexter CEO Nicolas Chamussy told Defense News at an industry forum outside Paris this month. He said a total of 49 Caesar systems were sent to Ukraine, including 19 from Denmark.

Lecornu had said last month that Nexter will supply an additional six Caesar weapons to Ukraine, in addition to 18 already supplied from French Army stocks and 12 that Ukraine acquired directly from Nexter’s parent firm KNDS.

Meanwhile, MBDA has doubled its production of the Mistral short-range surface-to-air missile to 40 per month; Dassault Aviation has tripled production of the Rafale fighter aircraft to three per month; and Thales has doubled its radar production capacity, according to Lecornu.

Russia’s ongoing war against Ukraine has meant France must shift to a long-term war economy, Macron said at the Eurosatory defense show in June 2022, while the country needs land-based weapon systems and sufficient funding for national security.

France passed a military budget in August for the 2024-2030 period that boosts defense spending next year by 7.5%, to €47.2 billion (U.S. $49.6 billion).

Yeah that’s all Russian MOD pro forma.  I think we may be coming to the end of truly candid (or at least semi-candid) reporting from the Russian POV inside Ukraine.  Murz being silenced and then committing suicide is a pretty big tell that they have some major problems with morale/information in their own space.  Girkin, Thirteenth, all the rational, critical voices are being silenced.  Fighterbomber was never as candid as the others but was better than the MOD. He’s mostly been silenced.

The amount of work that must go into their “elections”.

The instructions came to the regions to push the LDPR candidate Leonid Slutsky to second place. Despite the fact that all sociological services from FOM and VTsIOM to INOSOMAR are promoting the Communist Party of the Russian Federation to this position, someone really wants the LDPR to become the second party.

To do this, the floor guards would have to seriously try, since today dragging Slutsky up is an impossible task for many. If a high turnout and results for the main candidate can at least be ensured there, the task of “saving private Slutsky” can seriously harm all established situations. The fact is that in a number of regions, especially the Volga Federal District, Northwestern Federal District, Central Federal District and Siberian Federal District, Slutsky’s ratings are at the level of 1-3%, i.e. to get to second place you will have to “draw” 5-6% or even more percent.

Moreover, given the low ratings of party candidates, they will have to take it from the “main” candidate. Therefore, many regions have already refused to help the unsuccessful LDPR candidate, who, in their opinion, is to blame for running the campaign so poorly.

APDS-T - is Ukraine using these as direct fire support now or does APDS-T work as well as HEI for anti-drone/missile work?


Honestly, we haven't seen much evidence of Gepard being used as direct fire support.  It certainly makes more sense for the guns to use the HEI for the anti air role.  I am a bit surprised at this report.


APDS-T was a stop gap measure because it was easier and faster to produce.

Both can be used against drones, the Gepard FCS recognizes which ammo is loaded in which magazine.

Normally APDS-T is only loaded in the small 20 round magazine for self defense, the bigger 320 round magazine is loaded with HEI-T ammo against air targets.

I'm seeing some other tweets about Germany claiming 60% out of their own stockpiles sent to Ukraine but I can't find any legit sources for those claims. The French General's claim of 40% if accurate might also reflect Germany's (and the rest of Europe's militaries) personal stockpile issues.

Even though France (and the rest of Europe) is ramping up production, I don't think Ukraine should expect much in terms of quantity delivered in 2024 and even 2025 versus what politicians promise/pledge. EU acknowledgement of delays in delivery last month and France, a country with one of the largest militaries in Europe, claiming personal stockpile issues (Germany likely having same issues) combined with recent efforts by the EU to source munitions from anywhere they can (versus February where Germany and France were arguing over where the money should be spent to acquire munitions) reinforces the idea that Europe is just about tapped out with production and delivery (gotta emphasize delivery). Ramped production will likely not being enough even by the end of the year. It will likely take years for production to reach proper scale (Rheinmetall factory construction for example estimated 1 year completion before initial production even starts for example).

2024 and likely 2025 is gonna be an even rougher year for Ukraine.

The statement by the French General also runs contrary to the idea that NATO only needs or is investing/spending fractions of resources to cripple the Russian military. It is becoming increasingly clear that a significant amount of resources are required to combat a large scale "second-rate" military. I also constantly see this idea that US/NATO emptying older stockpiles means there will be better and more modern weapons but I think nations should take into account how rapidly the modern weaponry can be mass produced during major conflict. Maybe keeping an inventory of "dumb" weapons (and the factories) with simplified production is a good idea.

The image of the future is often asked. Let's discuss post-Russia options:

2. The same introductory notes on economics and infrastructure, but local kings - oligarchs, owners of PMCs, governors with the support of organized crime groups - will decide that their time has come and will drag everything they can take by force in different directions. Instead of one Putin dictatorship, several dozen openly cannibalistic regimes are being formed. There will be no talk about any human rights. The practices of Wagner PMCs will become commonplace from Kaliningrad to Vladivostok. They will be armed with unknown things, in unknown quantity and condition, including nuclear weapons and other Soviet-made weapons of mass destruction, hidden by the Putin regime “until better times.” Failed states will fight with each other, basically, and this might even suit the “civilized world”, if not for the territory as a huge base for all conceivable and inconceivable international crime.

3. In this option, the main violin will be played by depopulation as a result of the extermination and emigration of the population. One and a half billion Chinese will decide that they can, because the territory is empty anyway, they will go west and stop only at the Ukrainian border, “because NATO is there.” One and a half billion Chinese are not “paper” 140 million Putin voters. China is not the ruins of the Soviet empire like Russia, it is a global factory that independently produces everything in huge quantities. With the resources and territories of the former Russia, the population of China and several thousand years of imperial tradition, it will be a force with which the rest of the world is unlikely to be able to do anything other than strain every possible resource to contain it, but with no guarantee of success.

4. A positive image of the future is based on the fact that local and national liberation movements will create states of healthy people, interested in a quiet life and prosperity for themselves, their neighbors and the whole world.

The main problem is that these movements must exist. And this should not be just a declaration, it should be a power struggle for power. Now - partisan and sabotage activities, then - an armed uprising, after - partisans and rebels as the founding fathers and founding mothers of new states.

The new order must rest on people who obtained rights, freedom and independence by force, remember at what cost and do not want to repeat the mistakes of the past.

You should not count on “occupation by Allied forces.” Look at the area - it's crazy. You shouldn’t count on “foreign” corps within the Armed Forces of Ukraine to come and liberate. They need to rely on something so as not to become alien occupiers. You shouldn’t expect that everything will work out on its own. It will work out something like this.

In practice there will be a mixture of all options. In the interests of a normal, peaceful life, we must work on the fourth. Each regional or national liberation movement needs its own partisan cell and regional/national corps within the Armed Forces of Ukraine. Supporters of “separatism” should stop drawing contour maps and start building structures for uprising and seizure of power. Supporters of the “great indivisible beautiful Russia” should take off their rose-colored glasses and understand that it has always been great not for you, but only for one person who sits on the Moscow throne, no matter who he is. Supporters of “peaceful protest” should take off their white coats, roll up their sleeves and peacefully support those who are fighting for rights, freedom and independence using force. Ukrainians should realize that among the “Russians” there are those who can and should be supported, and painting everyone with the same color and surrounding them with a ditch full of crocodiles will backfire on you. Everyone who wants to support the partisan movement should forget the “you give us a share, we’ll give you money” model, advance part of the expenses, help not only with finances, but also with information, instructions, contacts, and set the goal not for a picture for the media, but for the development of the partisan movement. If we do this, something will work out.

P.S. The main thing for the “peaceful opposition” is to remember that while you adhere to the high principles of non-violence, condemn “wrong methods”, consider potential allies not correct enough and come up with other excuses for inaction, someone is making History and building the future without you.

Pretty much agree with everything they said.  Postwar Russia will only be a temporary state of affairs while they work themselves back to a fully militarized society run by Imperialist psychopaths.  Putin will be replaced by Weimar who will be replaced by Hitler-with-nukes.
I said early on that all options need to be on the table for NATO.  There is a set of outcomes which are better for everyone including them, and a set of outcomes which are worse for everyone including them.  Before this is all settled we will have to consider whether all of their ballistic missile subs and most of their ICBMs suddenly disappearing is possibly the least worst outcome.
It makes me sad but Russia as a whole isn’t going to bootstrap itself into a liberal democracy.  Some may privately wish for it but they will never ever do it.  Some regions might, probably the peripheral ones who always wanted just to be left the fuck alone.  Russias will never stop believing in the strongman and will never give up the idea that they have the right to do as they please with everyone around them.
