RESOLUTION

Affirming that all Americans have the right to participate in boycotts in pursuit of civil and human rights at home and abroad, as protected by the First Amendment to the Constitution.

Whereas boycotts have been effectively used in the United States by advocates for equal rights since the Boston Tea Party and include boycotts led by civil rights activists during the 1950s and 1960s in order to advocate for racial equality, such as the Montgomery bus boycott, and promote workers’ rights, such as the United Farm Workers-led boycott of table grapes;

Whereas Americans of conscience have a proud history of participating in boycotts to advocate for human rights abroad, including—

(1) attempting to slow Japanese aggression in the Pacific by boycotting Imperial Japan in 1937 and 1938;

(2) boycotting Nazi Germany from March 1933 to October 1941 in response to the dehumanization of the Jewish people in the lead-up to the Holocaust;

(3) the United States Olympic Committee boycotting the 1980 summer Olympics in Moscow in protest of the Soviet invasion of Afghanistan in the preceding year; and

(4) leading the campaign in the 1980s to boycott South African goods in opposition to apartheid in that country;

Whereas the Supreme Court, in the 1966 case Rosenblatt v. Baer, held that the First Amendment to the Constitution ensures that "[c]riticism of government is at the very center of the constitutionally protected area of free discussion";

Whereas the Supreme Court held in the 1982 case NAACP v. Claiborne Hardware that "[t]he right of the States to regulate economic activity could not justify a complete prohibition against a nonviolent, politically motivated boycott … .";

Whereas the Supreme Court has recognized various activities as "expressive conduct" warranting constitutional protection, such as flag burning, wearing black armbands, silent sit-ins, and creating and designing custom wedding cakes; and

Whereas despite this tradition, governments and nongovernmental organizations alike have sought to criminalize, stigmatize, and delegitimize the use of boycotts in an attempt to stifle constitutionally protected political expression: Now, therefore, be it

That the House of Representatives—

(1) affirms that all Americans have the right to participate in boycotts in pursuit of civil and human rights at home and abroad, as protected by the First Amendment to the Constitution;

(2) opposes unconstitutional legislative efforts to limit the use of boycotts to further civil rights at home and abroad; and

(3) urges Congress, States, and civil rights leaders from all communities to endeavor to preserve the freedom of advocacy for all by opposing antiboycott resolutions and legislation.

The LCMS is far more conservative, but there are still plenty of leftist wolves in the synod trying to turn the LCMS into the ELCA.

The WELS looks like a solid base, but I rarely get to interact with any of them here in Nebraska.

The refugees from the ELCA, forming groups like LCMC and the like, are slightly less "lost cause" than the ELCA, but a lot of variation between congregations.

Something about Scandinavians that always seems to lead them to be bleeding-heart leftists.  Its true in Europe, its true in the US and Canada.  If you have a large population of Scandinavian descendants, they're likely Lutheran, and these days, hard leftists.

A lot of people rightly objected when the government compelled Americans to buy a thing with Obamacare.  It is also right to object when governments compel you to foreswear not buying things, especially when those things come from a different country.  I am reminded of the biblical stories where God hardens peoples hearts, and where God gives people over to their sinful passions to be destroyed by them.  If you demand for your rights to be taken away, then they shall be taken away.  Now you denigrate the person who is attempting to restore your rights for being unAmerican, but how ridiculous are you to expect American behavior from someone who is not an American, and yet how fortunate for us that she is foolish enough to believe our citizenry ought to have a right whose taking away we abided.

If you had been told twenty, fifteen, or ten years ago that the government would oppose and condemn a private citizen's public non-intercourse with another country you would have laughed, and if you had been told it would be done for Israel you would have condemned the herald as paranoid or an anti-semite.  God has hardened your hearts.  America, our inheritance has been given over to aliens, there are wars in which our government precludes victory from our military and there are rumors of wars, we are taxed cruelly and obsessively governed by totalitarians, our potential industrial capacity is handed away to people who despise us so a few wealthy may enrich themselves to the impoverishment of the public, thousands of desperate men die every year from overdosing in their attempts to self medicate, our children are taught wicked degeneracy and to hate themselves, and worse still unborn and newborn babies are in danger of infanticide to appease the cults of feminism and social justice.  This is no blessing of God.

This is part of what our Founding Fathers fought against in the American Revolution.  Look to the Boston Tea Party as an example.  The British Empire could create monopolies which could import tea to North America and sell it in our British American colonies for such a cheap price that even the American smugglers who evaded the taxes could not compete and sell tea more cheaply.  When the Germans came in to rule Britain, the British Empire began to forsake its freedom and turn into a global corporate feudalism.  These anti-boycott laws are part of that global corporate feudalism reasserting itself over our freedoms.  These anti-boycott laws set a precedent, regardless of their unconstitutionality, which will be combined with other precedents to further injure the American people, and reduce us to a condition of servitude.

The Thirteenth Amendment went into effect in December 1865 abolishing slavery in the United States, but not even two years later the Congress passed the Peonage Act to defeat unethical people skirting around the Thirteenth Amendment by means of peonage in which vulnerable members of the public were indebted and compelled to labor as a payment for that debt. Eight years after the passage of the Thirteenth Amendment the Supreme Court had the chance to opine on it in the Slaughter House Cases and the following is a crucial portion of the court's opinion:

While the thirteenth article of amendment was intended primarily to abolish African slavery, it equally forbids Mexican peonage or the Chinese coolie trade when they amount to slavery or involuntary servitude, and the use of the word "servitude" is intended to prohibit all forms of involuntary slavery of whatever class or name.
. . .
We repeat, then, in the light of this recapitulation of events, almost too recent to be called history, but which are familiar to us all, and on the most casual examination of the language of these amendments, no one can fail to be impressed with the one pervading purpose found in them all, lying at the foundation of each, and without which none of them would have been even suggested; we mean the freedom of the slave race, the security and firm establishment of that freedom, and the protection of the newly made freeman and citizen from the oppressions of those who had formerly exercised unlimited dominion over him. It is true that only the fifteenth amendment, in terms, mentions the negro by speaking of his color and his slavery. But it is just as true that each of the other articles was addressed to the grievances of that race, and designed to remedy them as the fifteenth.

We do not say that no one else but the negro can share in this protection. Both the language and spirit of these articles are to have their fair and just weight in any question of construction. Undoubtedly while negro slavery alone was in the mind of the Congress which proposed the thirteenth article, it forbids any other kind of slavery, now or hereafter. If Mexican peonage or the Chinese coolie labor system shall develop slavery of the Mexican of Chinese race within our territory, this amendment may safely be trusted to make it void.
What the Congress is striving to do is to bring in millions of aliens as visa workers, to satiate the demands of the global corporate feudalist who detest the expense of the American worker.  The work visa induces a state of obligation in the mind of the alien, mentally indenturing him in his servitude.  This evil arrangement is slavery by a different name, instead of iron its chains are forged of thought, and it will reduce the American working man to an equally detestable station in competition with a global labor market - the poverty trickles up and already we see so many of our less capable citizens fallen away in despair to drugs and alcohol.  These villains have made our noble naturalization laws a market where men are bought and sold so that the profit of their labor can be given over to an aristocratic elite.

If politicians import millions of people to this country, the politicians are incentivized to give them citizenship and to pander to them to try and reduce the aliens to a captive voting block.  Unless a group has been thoroughly propagandized to break their ethnic identity, as the founding ethnic British American people have been, people will politically organize for the benefit of their ethnic group especially in a multiethnic state because it is human nature to be concerned for the wellbeing of your wider family.  Neither the Democrat Party, nor the Republican Party has any interest in spending the resources needed to break the ethnic identities of our diverse population of various alien immigrant groups.  The bifactional uniparty much prefers to court the new migrant populations, and to neglect the interests of ethnic Americans and the interests of the various nineteenth century European immigrant groups.  It is plain to see how the state and federal governments pander to the Mesoamerican migrant community, which is currently the country’s largest post 1965 migrant group.  But there are two giant population reservoirs bursting at the seams of their countries and whose migration potential is now starting to be unleashed: China and India.

Currently there are over 5 million Chinese in America and over 4.4 million Indians in America, and it is from those respective countries that many of the visa workers are drawn.  All these things which I have described have come to pass.  The political parties have observed the trends that immigration from Asia is set to outpace immigration from Mesoamerica and they are acting to succor this coming inundation. There is an Indian born woman named Pramila Jayapal who is a Democrat and a Representative to Congress for the 7th District of Washington State.  Representative Jayapal has stated “The number of visas for nonagricultural workers (such as construction workers, housekeepers, or forest workers) is stuck at the 1990 level of 66,000 visas—even though our economy requires millions.”  In 2017 Representative Jason Chaffetz tried to ease up the restrictions on hundreds of thousands of Chinese and Indian immigrants while fast tracking them for citizenship.  Today Represenative Zoe Lofgren and Senator Rand Paul are trying to do even more egregious weakening to our immigration laws.

This bill is in the first stage of the legislative process. It was introduced into Congress on July 11, 2019. It will typically be considered by committee next before it is possibly sent on to the House or Senate as a whole.
Israel is a Jewish state, and almost seven million Jews reside in our country.  How many millions more Chinese and Indians wish to reside in America as well?  India and China could both give us 300 million people, and each country would still have a more numerous population than our new total.  And how much more political influence shall those looming millions seeking to escape the ecological catastrophes of their home countries exert over America? Now the precedents have been set.  The United States government appeases the globalist corporate feudalism.  The United States government can compel the public to purchase, and to foreswear to not purchase.  The time is coming when the political power of the alien ethnic identitarian groups, in concert with transnational concerns, will dictate to the American public which products they must spend their savings on, and condemn the American public to criminal punishments for failing to spend their savings on what they have been directed to do.  Failing to consume will be a felony.

So this disagreeable non-American woman, with her alien prejudices, has soured your emotions, also offers us a rescue from the insidious path of slavery we have found ourselves on.

I will suggest something and preface it with an exhortation from Saint Paul, "For the love of money is the root of all evil: which while some coveted after, they have erred from the faith, and pierced themselves through with many sorrows."  It would be better for us and the world for the United States government to abolish immigration and naturalization, and to embargo ourselves of all commerce and travel with Mexico, India, and China; and by necessity negotiate with Canada for them to do the same.

I leave you with a snippet from George Washington’s Farewell Address.

Observe good faith and justice toward all nations. Cultivate peace and harmony with all. Religion and morality enjoin this conduct. And can it be that good policy does not equally enjoin it? It will be worthy of a free, enlightened, and at no distant period a great nation to give to mankind the magnanimous and too novel example of a people always guided by an exalted justice and benevolence. Who can doubt that in the course of time and things the fruits of such a plan would richly repay any temporary advantages which might be lost by a steady adherence to it? Can it be that Providence has not connected the permanent felicity of a nation with its virtue? The experiment, at least, is recommended by every sentiment which ennobles human nature. Alas! is it rendered impossible by its vices?

In the execution of such a plan nothing is more essential than that permanent, inveterate antipathies against particular nations and passionate attachments for others should be excluded, and that in place of them just and amicable feelings toward all should be cultivated. The nation which indulges toward another an habitual hatred or an habitual fondness is in some degree a slave. It is a slave to its animosity or to its affection, either of which is sufficient to lead it astray from its duty and its interest. Antipathy in one nation against another disposes each more readily to offer insult and injury, to lay hold of slight causes of umbrage, and to be haughty and intractable when accidental or trifling occasions of dispute occur.

Hence frequent collisions, obstinate, envenomed, and bloody contests. The nation prompted by ill will and resentment sometimes impels to war the government contrary to the best calculations of policy. The government sometimes participates in the national propensity, and adopts through passion what reason would reject. At other times it makes the animosity of the nation subservient to projects of hostility, instigated by pride, ambition, and other sinister and pernicious motives. The peace often, sometimes perhaps the liberty, of nations has been the victim.

So, likewise, a passionate attachment of one nation for another produces a variety of evils. Sympathy for the favorite nation, facilitating the illusion of an imaginary common interest in cases where no real common interest exists, and infusing into one the enmities of the other, betrays the former into a participation in the quarrels and wars of the latter without adequate inducement or justification. It leads also to concessions to the favorite nation of privileges denied to others, which is apt doubly to injure the nation making the concessions by unnecessarily parting with what ought to have been retained, and by exciting jealousy, ill will, and a disposition to retaliate in the parties from whom equal privileges are withheld; and it gives to ambitions, corrupted, or deluded citizens (who devote themselves to the favorite nation) facility to betray or sacrifice the interests of their own country without odium, sometimes even with popularity, gilding with the appearances of a virtuous sense of obligation, a commendable deference for public opinion, or a laudable zeal for public good the base or foolish compliances of ambition, corruption, or infatuation.

As avenues to foreign influence in innumerable ways, such attachments are particularly alarming to the truly enlightened and independent patriot. How many opportunities do they afford to tamper with domestic factions, to practice the arts of seduction, to mislead public opinion, to influence or awe the public councils! Such an attachment of a small or weak toward a great and powerful nation dooms the former to be the satellite of the latter. Against the insidious wiles of foreign influence ( I conjure you to believe me, fellow-citizens) the jealousy of a free people ought to be constantly awake, since history and experience prove that foreign influence is one of the most baneful foes of republican government. But that jealousy, to be useful, must be impartial, else it becomes the instrument of the very influence to be avoided, instead of a defense against it. Excessive partiality for one foreign nation and excessive dislike of another cause those whom they actuate to see danger only on one side, and serve to veil and even second the arts of influence on the other. Real patriots who may resist the intrigues of the favorite are liable to become suspected and odious, while its tools and dupes usurp the applause and confidence of the people to surrender their interests.

The great rule of conduct for us in regard to foreign nations is, in extending our commercial relations to have with them as little political connection as possible. So far as we have already formed engagements let them be fulfilled with perfect good faith. Here let us stop.

Europe has a set of primary interests which to us have none or a very remote relation. Hence she must be engaged in frequent controversies, the causes of which are essentially foreign to our concerns. Hence, therefore, it must be unwise in us to implicate ourselves by artificial ties in the ordinary vicissitudes of her politics or the ordinary combinations and collisions of her friendships or enmities.

Our detached and distant situation invites and enables us to pursue a different course. If we remain one people, under an efficient government, the period is not far off when we may defy material injury from external annoyance; when we may take such an attitude as will cause the neutrality we may at any time resolve upon to be scrupulously respected; when belligerent nations, under the impossibility of making acquisitions upon us, will not lightly hazard the giving us provocation; when we may choose peace or war, as our interest, guided by justice, shall counsel.

Why forego the advantages of so peculiar a situation? Why quit our own to stand upon foreign ground? Why, by interweaving our destiny with that of any part of Europe, entangle our peace and prosperity in the toils of European ambition, rivalship, interest, humor, or caprice?

It is our true policy to steer clear of permanent alliances with any portion of the foreign world, so far, I mean, as we are now at liberty to do it; for let me not be understood as capable of patronizing infidelity to existing engagements. I hold the maxim no less applicable to public than to private affairs that honesty is always. the best policy. I repeat, therefore, let those engagements be unwise to extend them.

A lot of people rightly objected when the government compelled Americans to buy a thing with Obamacare.  It is also right to object when governments compel you to foreswear not buying things, especially when those things come from a different country.  I am reminded of the biblical stories where God hardens peoples hearts, and where God gives people over to their sinful passions to be destroyed by them.  If you demand for your rights to be taken away, then they shall be taken away.  Now you denigrate the person who is attempting to restore your rights for being unAmerican, but how ridiculous are you to expect American behavior from someone who is not an American, and yet how fortunate for us that she is foolish enough to believe our citizenry ought to have a right whose taking away we abided.

If you had been told twenty, fifteen, or ten years ago that the government would oppose and condemn a private citizen's public non-intercourse with another country you would have laughed, and if you had been told it would be done for Israel you would have condemned the herald as paranoid or an anti-semite.  God has hardened your hearts.  America, our inheritance has been given over to aliens, there are wars in which our government precludes victory from our military and there are rumors of wars, we are taxed cruelly and obsessively governed by totalitarians, our potential industrial capacity is handed away to people who despise us so a few wealthy may enrich themselves to the impoverishment of the public, thousands of desperate men die every year from overdosing in their attempts to self medicate, our children are taught wicked degeneracy and to hate themselves, and worse still unborn and newborn babies are in danger of infanticide to appease the cults of feminism and social justice.  This is no blessing of God.

This is part of what our Founding Fathers fought against in the American Revolution.  Look to the Boston Tea Party as an example.  The British Empire could create monopolies which could import tea to North America and sell it in our British American colonies for such a cheap price that even the American smugglers who evaded the taxes could not compete and sell tea more cheaply.  When the Germans came in to rule Britain, the British Empire began to forsake its freedom and turn into a global corporate feudalism.  These anti-boycott laws are part of that global corporate feudalism reasserting itself over our freedoms.  These anti-boycott laws set a precedent, regardless of their unconstitutionality, which will be combined with other precedents to further injure the American people, and reduce us to a condition of servitude.

The Thirteenth Amendment went into effect in December 1865 abolishing slavery in the United States, but not even two years later the Congress passed the Peonage Act to defeat unethical people skirting around the Thirteenth Amendment by means of peonage in which vulnerable members of the public were indebted and compelled to labor as a payment for that debt. Eight years after the passage of the Thirteenth Amendment the Supreme Court had the chance to opine on it in the Slaughter House Cases and the following is a crucial portion of the court's opinion:

While the thirteenth article of amendment was intended primarily to abolish African slavery, it equally forbids Mexican peonage or the Chinese coolie trade when they amount to slavery or involuntary servitude, and the use of the word "servitude" is intended to prohibit all forms of involuntary slavery of whatever class or name.
. . .
We repeat, then, in the light of this recapitulation of events, almost too recent to be called history, but which are familiar to us all, and on the most casual examination of the language of these amendments, no one can fail to be impressed with the one pervading purpose found in them all, lying at the foundation of each, and without which none of them would have been even suggested; we mean the freedom of the slave race, the security and firm establishment of that freedom, and the protection of the newly made freeman and citizen from the oppressions of those who had formerly exercised unlimited dominion over him. It is true that only the fifteenth amendment, in terms, mentions the negro by speaking of his color and his slavery. But it is just as true that each of the other articles was addressed to the grievances of that race, and designed to remedy them as the fifteenth.

We do not say that no one else but the negro can share in this protection. Both the language and spirit of these articles are to have their fair and just weight in any question of construction. Undoubtedly while negro slavery alone was in the mind of the Congress which proposed the thirteenth article, it forbids any other kind of slavery, now or hereafter. If Mexican peonage or the Chinese coolie labor system shall develop slavery of the Mexican of Chinese race within our territory, this amendment may safely be trusted to make it void.
What the Congress is striving to do is to bring in millions of aliens as visa workers, to satiate the demands of the global corporate feudalist who detest the expense of the American worker.  The work visa induces a state of obligation in the mind of the alien, mentally indenturing him in his servitude.  This evil arrangement is slavery by a different name, instead of iron its chains are forged of thought, and it will reduce the American working man to an equally detestable station in competition with a global labor market - the poverty trickles up and already we see so many of our less capable citizens fallen away in despair to drugs and alcohol.  These villains have made our noble naturalization laws a market where men are bought and sold so that the profit of their labor can be given over to an aristocratic elite.

If politicians import millions of people to this country, the politicians are incentivized to give them citizenship and to pander to them to try and reduce the aliens to a captive voting block.  Unless a group has been thoroughly propagandized to break their ethnic identity, as the founding ethnic British American people have been, people will politically organize for the benefit of their ethnic group especially in a multiethnic state because it is human nature to be concerned for the wellbeing of your wider family.  Neither the Democrat Party, nor the Republican Party has any interest in spending the resources needed to break the ethnic identities of our diverse population of various alien immigrant groups.  The bifactional uniparty much prefers to court the new migrant populations, and to neglect the interests of ethnic Americans and the interests of the various nineteenth century European immigrant groups.  It is plain to see how the state and federal governments pander to the Mesoamerican migrant community, which is currently the country’s largest post 1965 migrant group.  But there are two giant population reservoirs bursting at the seams of their countries and whose migration potential is now starting to be unleashed: China and India.

Currently there are over 5 million Chinese in America and over 4.4 million Indians in America, and it is from those respective countries that many of the visa workers are drawn.  All these things which I have described have come to pass.  The political parties have observed the trends that immigration from Asia is set to outpace immigration from Mesoamerica and they are acting to succor this coming inundation. There is an Indian born woman named Pramila Jayapal who is a Democrat and a Representative to Congress for the 7th District of Washington State.  Representative Jayapal has stated “The number of visas for nonagricultural workers (such as construction workers, housekeepers, or forest workers) is stuck at the 1990 level of 66,000 visas—even though our economy requires millions.”  In 2017 Representative Jason Chaffetz tried to ease up the restrictions on hundreds of thousands of Chinese and Indian immigrants while fast tracking them for citizenship.  Today Represenative Zoe Lofgren and Senator Rand Paul are trying to do even more egregious weakening to our immigration laws.

This bill is in the first stage of the legislative process. It was introduced into Congress on July 11, 2019. It will typically be considered by committee next before it is possibly sent on to the House or Senate as a whole.
Israel is a Jewish state, and almost seven million Jews reside in our country.  How many millions more Chinese and Indians wish to reside in America as well?  India and China could both give us 300 million people, and each country would still have a more numerous population than our new total.  And how much more political influence shall those looming millions seeking to escape the ecological catastrophes of their home countries exert over America? Now the precedents have been set.  The United States government appeases the globalist corporate feudalism.  The United States government can compel the public to purchase, and to foreswear to not purchase.  The time is coming when the political power of the alien ethnic identitarian groups, in concert with transnational concerns, will dictate to the American public which products they must spend their savings on, and condemn the American public to criminal punishments for failing to spend their savings on what they have been directed to do.  Failing to consume will be a felony.

So this disagreeable non-American woman, with her alien prejudices, has soured your emotions, also offers us a rescue from the insidious path of slavery we have found ourselves on.

I will suggest something and preface it with an exhortation from Saint Paul, "For the love of money is the root of all evil: which while some coveted after, they have erred from the faith, and pierced themselves through with many sorrows."  It would be better for us and the world for the United States government to abolish immigration and naturalization, and to embargo ourselves of all commerce and travel with Mexico, India, and China; and by necessity negotiate with Canada for them to do the same.

I leave you with a snippet from George Washington’s Farewell Address.

Observe good faith and justice toward all nations. Cultivate peace and harmony with all. Religion and morality enjoin this conduct. And can it be that good policy does not equally enjoin it? It will be worthy of a free, enlightened, and at no distant period a great nation to give to mankind the magnanimous and too novel example of a people always guided by an exalted justice and benevolence. Who can doubt that in the course of time and things the fruits of such a plan would richly repay any temporary advantages which might be lost by a steady adherence to it? Can it be that Providence has not connected the permanent felicity of a nation with its virtue? The experiment, at least, is recommended by every sentiment which ennobles human nature. Alas! is it rendered impossible by its vices?

In the execution of such a plan nothing is more essential than that permanent, inveterate antipathies against particular nations and passionate attachments for others should be excluded, and that in place of them just and amicable feelings toward all should be cultivated. The nation which indulges toward another an habitual hatred or an habitual fondness is in some degree a slave. It is a slave to its animosity or to its affection, either of which is sufficient to lead it astray from its duty and its interest. Antipathy in one nation against another disposes each more readily to offer insult and injury, to lay hold of slight causes of umbrage, and to be haughty and intractable when accidental or trifling occasions of dispute occur.

Hence frequent collisions, obstinate, envenomed, and bloody contests. The nation prompted by ill will and resentment sometimes impels to war the government contrary to the best calculations of policy. The government sometimes participates in the national propensity, and adopts through passion what reason would reject. At other times it makes the animosity of the nation subservient to projects of hostility, instigated by pride, ambition, and other sinister and pernicious motives. The peace often, sometimes perhaps the liberty, of nations has been the victim.

So, likewise, a passionate attachment of one nation for another produces a variety of evils. Sympathy for the favorite nation, facilitating the illusion of an imaginary common interest in cases where no real common interest exists, and infusing into one the enmities of the other, betrays the former into a participation in the quarrels and wars of the latter without adequate inducement or justification. It leads also to concessions to the favorite nation of privileges denied to others, which is apt doubly to injure the nation making the concessions by unnecessarily parting with what ought to have been retained, and by exciting jealousy, ill will, and a disposition to retaliate in the parties from whom equal privileges are withheld; and it gives to ambitions, corrupted, or deluded citizens (who devote themselves to the favorite nation) facility to betray or sacrifice the interests of their own country without odium, sometimes even with popularity, gilding with the appearances of a virtuous sense of obligation, a commendable deference for public opinion, or a laudable zeal for public good the base or foolish compliances of ambition, corruption, or infatuation.

As avenues to foreign influence in innumerable ways, such attachments are particularly alarming to the truly enlightened and independent patriot. How many opportunities do they afford to tamper with domestic factions, to practice the arts of seduction, to mislead public opinion, to influence or awe the public councils! Such an attachment of a small or weak toward a great and powerful nation dooms the former to be the satellite of the latter. Against the insidious wiles of foreign influence ( I conjure you to believe me, fellow-citizens) the jealousy of a free people ought to be constantly awake, since history and experience prove that foreign influence is one of the most baneful foes of republican government. But that jealousy, to be useful, must be impartial, else it becomes the instrument of the very influence to be avoided, instead of a defense against it. Excessive partiality for one foreign nation and excessive dislike of another cause those whom they actuate to see danger only on one side, and serve to veil and even second the arts of influence on the other. Real patriots who may resist the intrigues of the favorite are liable to become suspected and odious, while its tools and dupes usurp the applause and confidence of the people to surrender their interests.

The great rule of conduct for us in regard to foreign nations is, in extending our commercial relations to have with them as little political connection as possible. So far as we have already formed engagements let them be fulfilled with perfect good faith. Here let us stop.

Europe has a set of primary interests which to us have none or a very remote relation. Hence she must be engaged in frequent controversies, the causes of which are essentially foreign to our concerns. Hence, therefore, it must be unwise in us to implicate ourselves by artificial ties in the ordinary vicissitudes of her politics or the ordinary combinations and collisions of her friendships or enmities.

Our detached and distant situation invites and enables us to pursue a different course. If we remain one people, under an efficient government, the period is not far off when we may defy material injury from external annoyance; when we may take such an attitude as will cause the neutrality we may at any time resolve upon to be scrupulously respected; when belligerent nations, under the impossibility of making acquisitions upon us, will not lightly hazard the giving us provocation; when we may choose peace or war, as our interest, guided by justice, shall counsel.

Why forego the advantages of so peculiar a situation? Why quit our own to stand upon foreign ground? Why, by interweaving our destiny with that of any part of Europe, entangle our peace and prosperity in the toils of European ambition, rivalship, interest, humor, or caprice?

It is our true policy to steer clear of permanent alliances with any portion of the foreign world, so far, I mean, as we are now at liberty to do it; for let me not be understood as capable of patronizing infidelity to existing engagements. I hold the maxim no less applicable to public than to private affairs that honesty is always. the best policy. I repeat, therefore, let those engagements be unwise to extend them.

She can't, in her worst nightmare, imagine being herded into a shower naked along with 100 other people, where no one gives a rat's ass what she has to say.
