Looking at the actual vessels and equipment, the Malaysian Navy would be a speed bump for the PLAN.
Its unknown at this point if the majority of those frigates are even operational (Wikipedia suggests not, and refers to some of their missile systems not being installed yet as of 2019), and the extent of their capabilities would be limited to lobbing a couple dozen Exocets, at best.
If Japan, Taiwan, Malaysia, Vietnam, SK, Singapore, Thailand, and India all combined their forces into a single unified command, and put aside all of their mutual distrust and past hate...they might come close to having parity of hulls and capabilities in comparison to the PLAN.
If the USN is not in play, south east Asia is going to get sporty, and the other regional players aren't going to fair well.
