Early voting here in Iowa is the same as absentee, so I wouldn't be surprised of that's the case elsewhere. In fact, before they whole early voting thing came along folks here would just go to the courthouse, request their absentee ballot in person, show ID/verify, fill it out there, and they'd put it in a box with the rest of the absentee ballots. |
