The Poseidon Intercontinental underwater drone / autonomous torpedo is Bond Villainy level stuff.
It can't "destroy" a city, but it can absolutely make it highly irradiated & unlivable. The Bikini Tests (Able & Baker) showed that the air shot (Able) did damage, but the underwater shot (Baker) launched a huge highly radioactive spray all over the target area that the countermeasures couldn't clean off. You may make a mess of the harbor & waterfront (Nuclear Tsunamis!), but the extreme radiological factor of the attack would be huge & deadly for a city like Washington, New York, Los Angeles, Honolulu, Seattle or similar. |

The fact that they've put the effort i to delivering warheads via torpedo leads me to believe one of two things:
1) They have much more faith in our ABM capabilities than I do; or 2) They've really just embraced the whole James Bond villain thing. |

Possibly surreptitious entry to ports to cause mayhem, then sneak out again? |
