I took this off my rifle, because I wasn't happy with the green dot. I asked my son what I should do with it, and he sighed, "You're just going to give it way, like always." Well, gee, what a great idea! So, for a first time builder, or who's building a rifle for a first time owner, here you go. Used, but not too badly, and with the original box and all. Claimed! Attached File Call it a late Christmas present, maybe? Attached File |

A few people mentioned about building ARs for someone in need. Just understand that you cannot build an AR and then ship it to an FFL as a whole gun as you cannot build for anyone but yourself unless you are an 07. Building an AR-15 from a kit is still considered manufacturing even if the receiver is complete (even a gun store can get nailed if they are not a licensed manufacturer). You can build a lower assembly and ship that to the FFL separately, and then ship the complete upper directly to the guy you are donating to - when he assembles both halves he assembled/manufactured for himself which is legal. Bear Creek just had a sale on this side charger model for like $350 complete (no mag or sights): ![]() But, it just went up today to $439. I have their .450 Bushmaster side-charger and the quality is great and it shoots without issue. |

I think he's sort of right - if you home build a firearm, from the ground up, i.e., 80% receiver, then you are home building a firearm and if you built it specifically to transfer it to another person, that puts you in manufacturer land. However, assembling parts onto a serial numbered and properly transferred receiver may be that grey area. ATFE has, in my experience working in two gun shops and running two ranges, absolutely zero sense of humor. So, in the spirit of the thing, we send stripped or partially assembled components. Also, I think that defining mating an upper to a lower as "manufacturing" wouldn't stand up in court, as we commonly swap uppers all over the nation. But I am not a lawyer nor do I play one on TV, I suggest seeking the advice of genuine counsel in your area familiar with both your local laws, (I'm in Arizona, best gun laws in the entire nation), and federal statutes. This advice is, of course, free and worth what you paid for it. |

This advice is, of course, free and worth what you paid for it. If the stripped receiver is completed, this applies as well. See link in other post. You can swap uppers all you want but if you start with a stripped/never before assembled frame or receiver that counts as manufacturing. Assembling is considered to be manufacturing. You can manufacture for yourself, but you cannot buy a bunch of kits and finished receivers, put them together, and sell them (technically, someone giving you $20 to put their AR kit together for them may constitute manufacturing without a license). An 01 FFL can't even do that unless he gets an 07 (and follows the requirements of that license which are registration, his company's markings/engraving, paying FET, etc.). 4473s or acquisition/disposition books are to be marked as "frame" or "receiver" if the FFL transfers just a frame or receiver. It is incorrect for an FFL to write in "rifle" if it's a stripped AR-15 lower he is acquiring or transferring. |

Huh? The serialized part is the firearm. Everything else is just an accessory hanging off of it. If they're not manufacturing the serialized part, they can add whatever the hell they want and then give it away freely to anyone legally able to own a gun. Hell, even if they do manufacture the serialized part for personal use, they can later sell it or give it to anyone legally able to own a gun. Can even go visit the FFL and do paperwork if it gives you the warm fuzzies, but it's not necessary. |

What he quoted is telling FFL 01s (retail dealer, gunsmith) they can't change the classification of a firearm (from firearm receiver) to rifle w/o an FFL 07 (manufacturer). We're not FFL 01s (well, most of you, anyway), so you're not prohibited from assembling an AR from parts & giving it to someone. Where folks have been busted by ATF the last few years is folks who get some 80%s, proceed to mill them out, build complete rifles & pistols, and sell em @ gun shows w/o SNs, no FFL, & no manufacturing FFL. That's a no-no. |
