Unless they spiked it on the approach to a curve, the spike strips didn't crash the truck, the driver did.

Sounds like the driver may have veered off the road and drove onto an embankment (rolling the truck) to avoid hitting the spike strip. I'll chalk up the poor judgment to the fleeing driver and his attempts to continue to flee.

ETA: A car/truck/bus/semi can run over spikes and not flip. They are designed to gradually let air out of the tires. What killed these people was the drivers own action.
