I'm pretty sure that you can't be currently at war when you join NATO. Dangling the NATO membership carrot in front of Zelensky might be a way to get him to agree to some negotiated peace with Russia while cutting his territorial loses.
Tldr: Which do you want more? NATO membership or Donbass and Crimea? |

The Ukrainian people are in dire straits, tens of thousands lay dead, entire cities and countless villages have been razed, their economy is in shambles, and even in the areas not occupied they live in daily fear of airstrikes, saboteurs, or Russian airborne invasion. Although democracy has been suspended there (something I disagree with) they are still a democratic nation reliant on public support to continue the fight. To that end, morale is critical and a big part of that is instilling nationalism, which translates to pride. So, Zelenskiy recognizes that he must make it appear that Ukraine is NOT accepting charity, that Ukraine is the most important thing in Europe holding back the Russian horde and that not only is NATO membership a foregone conclusion, but that Ukraine will take a leadership role in NATO as its chief protector. So, he can't be seen as going hat in hand to NATO and begging, because that would in turn make Ukraine look weak and that might call into question among its people whether or not they can prevail against the might of Russia.

I don't think there is anyone sending Ukraine that clear of a message, because NATO isn't united on what outcome it wants to achieve here. NATO lacks any real leadership due to the incredible power vacuum from having a feeble minded geriatric as the U.S. President. Some in NATO may believe that a negotiated settlement would be best. Some might think that victory can be achieved through attrition (not likely). Some in NATO might believe that this is a great way to get rich through a forever war. I am sure, there are many competing motivations and desires among the various NATO nations. |
