The biggest import issue with kits is that the importer has to show the original receipt on when say Bulgaria for instance bought a batch of PKMs

Yup, because of our Russia/China/South Africa/etc import bans --they can't go through intermediaries without like a 10yr 'cool off' period (or ever)

They're changing the barrel demill rules to require cuts through the chamber (ie trunnion), gas port (ie gas block) and muzzle (ie brake/sight base)

So demilled kits will require a lot more labor to retain usable parts going forward.

Takes way less infrastructure to put up a few cell towers than it is to string phone wires and poles all over the place.

A lot of places we think of as non-developed actually have pretty robust cell networks - all things considered.

I doubt it. Way more captured guns than US casualties. Plus it would have to be a situation where a) they kill a US service member b) don’t destroy the gear in the process c) have enough control of the area to get to the casualty ransack the body d) escape the area without getting blown to shit. Not many instances meeting all those criteria to feed the market there.

More likely scenario. Uncle sugar gives weapons to local goat sexual “ally” then the ally a: sells the free stuff for extra money  b: drops it and runs c: is killed under circumstances listed above d: goes awol and joins taliban, Isis, or various other jihad of the month club.
