Lets say someone made a new RPG7, but with change so it could not readily accept standard live RPG ammo, and only offered signaling/flare/inert trainer ammo, it might be sellable over the counter.

Pretty sure it was a reactivated RPG-7 with a repaired tube. Could have been a dealer sample unmolested tube one but reactivated is most likely.

This one pictured appears to be the Azao one, which is a newly made basically an RPG-2 except it has the tail of an RPG-7 for looks.
