This, what a piece of shit.
The best thing is hire fit officers, encourage them to stay fit and train in ground fighting.

I agree that fit officers would be a much better deal, and training officers in ground fighting and true jujutsu (not just the sport jujutsu in MMA, although that would be better than nothing) would make an immense difference to both officer safety, and safety of the public.
With the current movement to either eliminate, or severely downsize police departments, locating funding that could be used to train and/or encourage fitness will be VERY difficult to acquire.
Departments could have incentive pay for fitness and less than lethal training. A couple of ideas (if funding were available) would be to have incentive pay for different fitness levels...the more fit, the more incentive pay. The same idea could be applied to less than lethal training classes..those could be either various martial arts, or psychological de-escalation training. Basic officers would get basic pay...if they were very fit, and/or highly trained in types of de-escalation, or useful psychological techniques, they could earn significantly more pay.
But this all goes back to what the public wants, and more importantly, what the public is willing to pay for. If you give shit for pay with no incentives to better themselves, it would be unrealistic to expect officers to spend the time and money to do all the extra work to learn more things.
