I am not a flattie guy,  but  that might be for an injection pump drive,  and that intake is certainly not  for a  flathead, or at least a stock one.   Ardun heads maybe?

Best I can find without seeing another one is it was a kit designed by a drag racer from Kenosha Wis. named Perry Seitz.    Hot rodders liked them because it made it easier to stuff  a SBC in their street rod without the distributor being crammed up against the firewall.     This was based off a 20 year old article I found.     Back in 2004 someone was selling the remaining kits on ebay.   Unable to find any archive pics or ads.
