I have a 38 lcr that makes a terrible rattle noice like a part is loose internally until the trigger is depressed. While holding the trigger back the sound stops and no matter how much you shake it it doesn’t make the noise anymore. Any ideas? I’ve heard transfer bars in these make a little noise naturally but this is a decently loud shake internally.

That sounds like the transfer bar to me.

FWIW...Ruger's service is usually really good, might be worth a phone call.
