Not until these commie fucks are told to stop fucking with Americans rights. It's your choice, at the end of the day, but this is the wrong attitude to take, in my opinion, and is exactly what the assholes in power are counting on... an already rigorous application process, now compounded with the threat of even more restrictive legislation, all of which are designed to convince the public that it's not worth it and it is better to wait. Final result... they win and we lose with lower numbers of legally armed citizens. As another member said, you do you, but my advice to all is to not fall prey to this type of mental manipulation. Now is the time for as many people to submit their applications as possible. The Supreme Court has spoken and we now have precedent on our side. Even if this A4769 mess passes into law, I expect it to be blocked immediately, as was done in New York. Our rights in this state as free Americans will no longer be infringed. Next stop... mag capacity restrictions. Better to lead than follow. Submit your applications, folks. Rant over. I'll add in there is strength in numbers. The more of us that apply and get permits, the better. |

The Assembly Judiciary is about to start it's meeting today on A4769. It was scheduled for 10 am this morning and they're late as usual. https://www.njleg.state.nj.us/live-proceedings ETA: The meeting is late because they're changing the language in the bill. The bill passed the assembly judiciary committee and is on it's way to the next step whatever that may be. Here's one of the assemblyman's closing statements after previously calling assemblywoman Flynn tone deaf when she stated that the bill would hurt lower income folk and be unconstitutional:

"Destructive Device" is defined in statute to mean: any device, instrument or object designed to explode or produce uncontrolled combustion, including (1) any explosive or incendiary bomb, mine or grenade; (2) any rocket having a propellant charge of more than four ounces or any missile having an explosive or incendiary charge of more than one-quarter of an ounce; (3) any weapon capable of firing a projectile of a caliber greater than 60 caliber, except a shotgun or shotgun ammunition generally recognized as suitable for sporting purposes; (4) any Molotov cocktail or other device consisting of a breakable container containing flammable liquid and having a wick or similar device capable of being ignited. The term does not include any device manufactured for the purpose of illumination, distress signaling, line-throwing, safety or similar purposes. … So if THAT'S really what's banned in all the "sensitive" places, I think I'm OK with that. |

So by replacing "weapon" in the bill with "destructive device" they're unknowingly doing us a favor. Here's the definition of "weapon" in section r of N.J.S.2C:39-1 r."Weapon" means anything readily capable of lethal use or of inflicting serious bodily injury. The term includes, but is not limited to, all (1) firearms, even though not loaded or lacking a clip or other component to render them immediately operable; (2) components which can be readily assembled into a weapon; (3) gravity knives, switchblade knives, daggers, dirks, stilettos, or other dangerous knives, billies, blackjacks, bludgeons, metal knuckles, sandclubs, slingshots, cesti or similar leather bands studded with metal filings or razor blades imbedded in wood; and (4) stun guns; and any weapon or other device which projects, releases, or emits tear gas or any other substance intended to produce temporary physical discomfort or permanent injury through being vaporized or otherwise dispensed in the air. |

Originally Posted By Demeroma: IANAL and may be very wrong but best I can figure is PTC holders may fall under the exemptions. Anyone smarter and with less blurry eyes than me care to comment? No, PTC holders do not fall under any 2C:39-6 exemptions. Those are exemptions for those who can carry WITHOUT having PTC's - military, cops, federal officers, security personnel, etc. Then the exemptions get specifically expanded to protect all of their "buddies": prosecutors and judges. And the language used in the overall bill addresses both "firearms" and "destructive devices". The majority of this bill, if it passes (which it most likely will) is going to be shot down just like NY's version was. |
|
Thanks for clarifying Tom. It was wishful thinking on my part. Here's today's NJ101.5 article on the progress of the bill: NJ concealed-carry gun bill rewritten to gain key endorsements |
|
Just got a call from a long time friend in Essex county. He handed in his application on July 1st and got a call to pick up his PTC today. The only box checked on the back of his card was to see the court order. Restricted to the gun he qualified with and has to carry the order. According to the person he spoke with at his police department there were 350 PTC's signed in Essex county today. |

Yes it is ridiculous and tiresome and even has me considering moving west or south or anyplace else other than staying in NJ. But until that time I'll do what I can and start emailing the politicians before the full Assembly meets on Monday. Probably wasting my time but what the heck. Assembly Session Monday, November 21, 2022 - 10:00 AM A4769 Makes various revisions to requirements for obtaining a firearm purchaser identification card, permit to purchase a handgun, and permit to carry a handgun; codifies sensitive places in which firearms and weapons are prohibited. |

your wasting your time bud. i hate to tell you that. in NJ you pay thru your ass for their comfy pays and pensions. live with a gun to your head. and god forbid you carry one or have 11 rounds in a ten round mag. while the real criminals are out the same day. your money is used against you to choke you out. |

i just can’t get over how they think they can re classify what a DD etc is over what’s been laid in stone since 1934… if that sticks I will be blown away. so then machine guns are cross bows now ? women are men and men are women , kids identity as toasters and shit… what do I know anymore?? read the big number 1 The committee substitute revised the bill to: 1) remove the prohibition on weapons in sensitive places and replace it with destructive devices; 2) establish a second degree crime of possessing destructive devices in sensitive locations; 3) remove from current law a $20 fee imposed by the county clerk; 4) clarify that a chief police officer or the Superintendent of State Police may delegate to subordinate officers the responsibilities of approving and issuing permits to carry a handgun and FPICs and PPHs; 5) allow retired law enforcement officers to renew their permits to carry a handgun every two years; 6) allow persons exempted pursuant to N.J.S.2C:39-6 to carry a firearm within the prohibited locations; 7) require the insurance coverage to be at least in an amount or limit of $300,000 for injury or death of more than one person and damage to property, in any one incident; as introduced the bill required varying coverage amounts for injury, death, and property damage; 8) provide that the establishment of a web portal and training requirement is to take place within six months of the bill’s enactment; 9) provide that the requirement that the chief police officer or superintendent to verify the training requirement and liability insurance prior to issuing a permit to carry a handgun are to remain inoperative for six months following the bill’s enactment; 10) include among the sensitive locations places used for storing or tabulation of ballots, medical offices, and ambulatory care facilities; 11) clarify that youth sporting competitions do not include firearm shooting competitions; 12) clarify that application determinations for a permit to carry a handgun that were pending before the Superior Court and filed prior to the bill’s enactment are to be made by the court; 13) clarify that a person would be disqualified from obtaining an FPIC or a PPH if the person has a substance use disorder involving drugs, under certain circumstances. As introduced, the bill used the term “drug dependent person,” rather than the more modern statutory term “substance use disorder involving drugs”; 14) expand the list of officials who are allowed to carry a firearm at all times in this State to certain judges, prosecutors, the Attorney General, assistant attorneys general, and deputy attorneys general; and 15) make clarifying and technical changes. |

Originally Posted By BSOG1: read the big number 1 The committee substitute revised the bill to: 1) remove the prohibition on weapons in sensitive places and replace it with destructive devices; That's not redefining destructive devices. That's saying that possession of a DD will be prohibited in sensitive places. The definition of DD remains as it always has - explosives, Molotov cocktails, and >.60 caliber weapons. And, including DD's in the "extra" prohibition of carrying in sensitive places is pointless, as general possession of DDs ANYWHERE is already illegal, and having a PTC does not change that. See 2C:39-3a: Any person who knowingly has in his possession any destructive device is guilty of a crime of the third degree. That's been law for many, many years now. ETA: Actually, they just increased the severity of the crime. Possess a DD in your home or on your property, and you're committing a 3rd degree crime. But, carry that DD onto your neighbor's property, and now it's a 2nd degree crime. |
|
Am I incorrect ? it looked like they are trying to change the definition of handgun. what does DD have to do with all this ? lol why is that even on their minds ? PA I see DDs and no one cares… it’s amazing how bad they hate that stuff. I’m going to roll up my Howitzer to commit crime lol lol |

This is floating around the various gun forums this morning: TL:DR Phone calls instead of emails are paid attention too. Guys, some inside information direct from a New Jersey assemblyman that strongly opposes A4769. The upcoming vote on Monday Nov 21 was a last minute surprise. Due to the short notice, attendance by assembly people is expected to be smaller than usual. They need 41 votes to pass the bill. I am told that if only 41 or 42 people actually show up to vote, the bill may not pass because some people don't want their vote to be the one that is responsible for the bill passing. Additionally, there are four specified democrats that we are possibly able to sway. Two of them are in mixed red/blue districts, meaning not hardcore dem district and the threat to their seats during the next election could be enough to persuade them to vote no. Two others are known to be reasonable minded people and logical persuasion might work. Assemblyman Paul D. Moriarty - 856-232-6700 and 856-401-3073 Assemblywoman Gabriela M. Mosquera - 856-232-6700 and 856-401-3073 Assemblyman Wayne P. DeAngelo - 609-631-7501 Assemblyman Roy Freiman - 908-829-4191 The assemblyman tells us that non-stop calls coming into the office (rather than emails) is paid attention to. If you keep their phones ringing off the hook we have the ability to influence their vote. Just be polite when doing so. He also tells us that, while we cannot testify, we can register our opposition and attend the vote on Monday. He says a show of force can also influence the vote of those that are on the fence. I am planning to head to Trenton on Monday. What can you do today? Keep calling these 4 assembly people, even if they don't represent your district. Let them know you oppose A4769! Just remember, its hard to convince someone to change their mind through harsh words and attacks. Make your opposition known like a pro! Today is the last business day before the vote. If you are going to call these offices, it needs to be today! ETA: Anthony Colandro |
