HB 317, would have banned drivers from driving in the left lane on any road in the state with two or more lanes and a posted speed limit of at least 65 miles per hour, with some exceptions.

You can read the Governor's transmittal letter here.

I'm glad he vetoed the bill. Banning people from driving in the left lane would have added congestion and made life suck due to FHP going hog wild with tickets. Of course, the Republican dominated legislature loved the idea. This was a more pressing issue for them than restoring Floridians' gun rights.

DeSantis is all for restoring Trump's voting rights. Hasn't said a word about gun rights. Oh well, the Republicans Trump support can take away his guns first, and then let him go through the courts. I can't wait for PBSO to issue a Red Flag at Mar-A-Lago and Republicans be conflicted on whether or not it is right.

What's considered driving and what's considered passing?  Very subjective terms, that could be used by cops to give anyone in the left lane a ticket if they wanted it.
