Figured I'd throw a post up to say hi to everyone. The wife and I are moving out to Harpers Ferry in about 2 weeks. Finally tired of putting up with an apartment and Loudoun is stupidly expensive, so we started looking further west and wound up finding an awesome house adjacent to the Shannondale Springs WMA. Kind of sad leaving VA since I've done a lot of fighting with VCDL to try and make the state more sane, but looking forward to being in a state more aligned with our values.

Is there anything specific we should anticipate moving into the state? I'm working on getting all of our utilities scheduled this week and I guess we'll need to get everything tagged and our new DLs while I have time. Have to figure out what exactly to do CCP wise as well.

You won't have to deal with it this year but next year make sure you file your personal property tax return with the county for any vehicles you have registered in the state.  I did my first one so long ago that I had to bring everything to the tax office in person.  I think you can set it all up online now.

We just finished up closing this morning, so now that we have a copy of the deed it will be lots of getting paperwork done. I’ll do some research when things calm down, but I assume the Clerk of the Court does the issuing of CCWs?

Local sheriff.  You'll need your WV DL and your VA permit or proof of training.

So finally got around to stopping by the Sheriff. They will not take VA permits as proof of training since VA does not require live fire testing is what I was told. I doubt my DD214 has anything about “small arms” on it, so I guess I’m going to have to shell out for a class somewhere.

Interesting.  They took my VA carry permit as proof though that was 20 years ago.

I know a guy in Kearneysville who does the training classes.  LMK if you want his contact info.

I had to look it up as I was just certain WV does NOT require a permit to carry concealed:

No, West Virginia does not require a permit for most adults to carry a concealed handgun.West Virginia is a constitutional carry (permitless carry) state. Since 2016, individuals who are:At least 21 years old,
U.S. citizens or legal residents, and
Not prohibited from possessing firearms under state or federal law

can carry a concealed handgun without a permit.However:People aged 18 20 generally need a provisional Concealed Handgun License (CHL) to carry concealed.
Obtaining an optional standard CHL (for those 21+) is recommended for reciprocity when carrying in other states, as many require a permit for out-of-state visitors.

This is based on West Virginia Code  61-7-3 and  61-7-4, with information confirmed by the West Virginia Attorney General's Office and state resources. As of late 2025, no major changes have altered this framework, though proposed bills (e.g., extending permitless carry to ages 18 20) have been introduced but not passed. While correct, it's useful to have for neighboring states (except Maryland because they suck) and for the FBI NICS bypass when you purchase a firearm from an FFL.

Could have sworn I had posted an update. Guess not.

After I had my initial stop at the department, I took a closer look at the code as was posted above. Essentially anything that says you attended a class is sufficient. I don't know if they look it up on the web during the research phase, but I just made a copy of my advanced pistol cert from XCal, a copy of my DD214, and that was that. I'm waiting for the call to come in and get my photo taken.

As has been pointed out, no, you don't need a permit to carry concealed in WV. However, I still work over the border in VA, have family there, and my home range is in Ashburn, so having the ability (for however long that will last) to carry to and from work, etc. will be convenient. I actually need to go on MD's site and update my address on there for that permit since traveling up into there is more likely living here in Harpers Ferry than when I was in VA.

I do need to make time to stop by Green Monstah just to poke my head in. I need to get familiar with somewhere to do transfers at as I'd like to buy something in the near future. My moving timeline kind of sucked as I missed the last good weather to go out to Shadow Hawk, but I plan to look into doing more there than just the weekend shoots.

But so far, I don't think we have any regrets about moving. Some minor issues that have cropped up with the house, but nothing that should be unexpected from buying a "used" house. The area has been much nicer, though the continuing exodus from VA into Charles Town somewhat concerns me. I guess I'm one of those people too, but I didn't move here to expect it to turn in NOVA. Frankly, having multiple distilleries in short driving distance is light years better than the massive amount of breweries selling crappy IPAs. I'm hoping there will be a decent snow moreso to see how bad the roads get up here. From what I've learned from talking to folks, our road is one of the last to get plowed and the entire neighborhood is non-maintained roads so I'm unsure how navigable they are. Tried to talk the wife into letting me buy a little tracked snowcat with a plough, but that didn't go over well. We'll see how she changes her mind when it actually snows.

Quick update. While I know CCPs are not as prevalent over here, since I work in VA I'd like to be able to carry while I'm over there... at least until the new state government screws that up over the next 4 years. I applied for my WV CCP back in December, it was easy enough. First try was a bust, second try I just dropped off the paperwork, plus a copy of my DD214 and a copy of a training course certificate. I'm not sure how much the research it, but I'm guessing anything that sounds like it has live fire is acceptable. I got the call on Wednesday that it was ready for me to come sign for it. Took off work early on Thursday and drove in to pick it up. Took all of 10 minutes to get my photo taken and be out of there. I will say the fact that they give you paperwork describing state reciprocity and some other information is a step up from VA. I don't recall ever getting anything on state laws there, so it's great that they had that out to everyone.

Might be just a Jefferson County thing, but it was nice to see. I’m assuming that since the process is through the sheriff everyone gets the same card as well. Much nicer than getting a slip of paper in one VA county or a hard card in another.

Well, waiting to see how the snow storm goes. I haven't had time to deal with electrical stuff. Previous owner had subpanel put in with a female 4-wire plug outside and I'm not willing to fuck with a suicide cord. I'm always stocked on food and water and we have alternative heating sources, so I'm not overly concerned with holing up, just might get a little boring. Was hoping to have a smaller snowfall earlier in the season to see how plowing goes.

Since they’re not painted, I’m assuming private, but I’ve heard mixed reports. The Shannondale FB group never bothered accepting my app to join, so I haven’t been able to really ask many people. I’m not super concerned: I already have more than enough food and water on hand, the stove keeps the basement warm, and if worst came to worst, it’s less than a mile to Mission Road so I can shovel a way out over a few hours though I doubt it’d ever come to that.

There are state-owned gravel roads, and there are private roads with curbs and sidewalks in some communities.  You need to know which you have not for snow removal but for maintenance and repairs.  If they are private you should be paying an annual fee, similar to but separate from HOA dues, into a road fund.

Spent the past couple weekends getting some garden beds set up. It seems like the cold has at least given a reprieve, if not gone away and let Spring start.







I got 4 yards of 50/50 mix from Meadows Farms Nurseries for right around $250. Wasn’t too bad of a price, only complaint was their delivery time was way off from the estimate, but it got done.

Next project is getting a handyman out here to fix a copy holes in our siding. They’re on the sides of the house with a steep slope up and my ladder isn’t tall enough even if I dug a flat spot in the slope for it.

Yeah, he’s been enjoying things so far. A little skittish outside during the day because of all the dogs that seem to rile up whenever he goes out, but he enjoys prowling around in the evening times. Just wish that he’d eat the damn mice instead of just playing with them.
