So I'm moving to TN for work. I've got a few questions about applying for the enhanced HCP. 1. I've noticed that I've got to do an online application to the state of TN before taking the 8hr training course. When I go to fill out the online application under current address, do I put the current address that's on my current out of state driver's license, or do I put the future address I'll be living at in TN? 2. I'll have to carry with an out of state permit (I have an MS enhanced permit and a FL non-resident permit) for a brief time, but it reads as if I cannot go hiking on any trail or state/federal park without a TN enhanced HCP at all. Is this true? 3. Is it possible to get my TN drivers license and complete my TN Enhanced HCP application in the same DMV visit? |

My first hand experience is from two decades ago, so I'm not up to date on the current application procedures. (ETA: The last time my driver's license had to be renewed, they wanted a new picture, so I had to go to the driver services center to renew it. My carry permit was due for renewal at the same time, and they didn't even raise an eyebrow at doing both renewals at the same time - the permit number is the same as the driver's license number, and they are supposed to be linked somehow in the state database from what I've been told. When I applied for the permit, a couple decades ago, they wouldn't accept the application until I had the paperwork showing I had taken the 8 hour class, passed the written test, and passed the range qualification.) Make certain you are not getting mixed up with the worthless "concealed only" permit application process, which is supposed to be done more online than the "enhanced" (not really, it was just some idiot's way to distinguish the existing permit from the worthless "concealed only" permit that was only created because of a misinformation campaign that left out the minor detail of the bill having been amended so that it no longer did the vast majority of what they were claiming it would do) permit. Carrying firearms in public parks is illegal in Tennessee, but that section of state law provides an exception for people who are carrying a handgun in compliance with the section of state law dealing with carry permits. Whether or not out of state permits are covered by that, would probably be a matter of whether or not the Tennessee reciprocity is part of that section of the law, but I suspect lawyers could argue either way, if you ask enough lawyers. A couple years ago, there was a self-defense shooting in a Nashville park. From the news reports, the guy had an out of state permit. A leftist in California managed to stir up some online hysteria by claiming to have been a witness (police later said there were no witnesses to the actual shooting) and fabricated a story that only proved she didn't know where the park was, but that was enough for Nashville's leftist DA to put the police department's report that the shooting was legally justified on hold while his office investigated. Two months later, his office issued a statement that they could find nothing to charge the guy with. So... ETA2: Just to clarify, you won't be going to the DMV for anything. Vehicle registration is handled by the County Clerk's office in the county you reside in. Driver's licenses and carry permits are handled at the Driver Services Centers that are operated by the TN Department of Safety. |

I would lean toward it likely being OK during the period you are working on getting a TN permit, but I'm not a lawyer and we do have some law enforcement officers who can be assholes, particularly in Nashville. To further muddy the issue, there are at least a few hiking trails in Tennessee that have sections crossing private property to get from one section on state land, to another section on state land. The landowners have made past agreements to allow the trails to be there and be maintained by the group that established them, but hikers are supposed to not leave the trail on those sections, and I don't recall having seen any discussion of what that means for carrying on those trails. May be something that people have decided is better left alone, instead of bringing it up and risking the landowner deciding to back out of the agreement. ETA: And it's an Enhanced Handgun Carry Permit, not an Enhanced CHP. Before the worthless 'concealed only' permit law was passed, Tennessee state law just didn't mention the issue of concealment while carrying with a permit. Open or concealed was legal with a permit, so any cops who tried to claim permit holders were breaking the law by not keeping the gun concealed (there was one in Knoxville that made the news for it, and I heard of one in... I think it was Mt Juliet... who hassled people over it) had no legal leg to stand on. |

I’m not a lawyer so take this with a grain of salt. Once you are no longer a resident of MS, your MS permit is PROBABLY no longer technically valid. At that points you’re subject to TN’s permitless carry law until you get the enhanced carry permit. ETA: I moved here from PA, with a PA permit, and went through the same thing. |

My understanding is that you have to establish residency here first, *THEN* get your CCW. I could easily be wrong as it's been a few years. |

Update- Got my license yesterday, but still cannot apply. Apparently you need a DD number to apply, and I don't have one because the DSD gave me a paper license. I tried asking for a DD number but all I got was an automated response. Will contacting my senator speed things up? I was told 6 weeks to get a plastic drivers license in the mail, which is ridiculous. I just need that number so I can schedule a training course. I guess I'll carry on my non-resident FL permit and hope that the conflicting TN state laws don't trip me up. I've lived in several states, and so far TN has had the worst gun laws. |

| For what it’s worth, when I moved back here from Idaho in 2017, I asked the clerk about my permit(as I had an Idaho permit and they didn’t do a non-resident permit) as technically it wasn’t valid anymore. And they told me that it did not matter, I was still good to carry. Now granted, I live in Stewart County, and no one raises an eyebrow here about carrying firearms. |
