The key takeaways are as follows: Non-Residents of NY may apply to the NYPD even if they have no ties to the city such as employment for a concealed carry permit. If the permit is issued, the licensee will abide by the rules and laws within the City of New York with respect to carrying a concealed handgun. You may not have been convicted of Assault in the third degree, Menacing or misdemeanor DWI within 5 years of the date of application. Like New York there's also a required 16 hour training class which will probably be more expensive than the application. Renewals are $75 and require an 8 hour class but no need to get fingerprinted again. LEO's, military, active, retired or honorably discharged are exempt from the training requirements. Some handgun instructors are also exempt. There are some instructors here in NJ that are giving the MD course and are certified by Maryland to do the fingerprinting. What a non-resident may be asking themselves at this point is "How do I do it?" From the Garden State Guns NYC non-resident CCW mega thread: 10.21.24 | Update FINGERPRINTING PROCESS AT 1 POLICE PLAZA (1PP) - What to Expect All Applicants must be fingerprinted at 1 Police Plaza During my 2 hours at 1 PP, all of the NYPD officers and staff who I interacted with, were super nice and helpful. Probably 6-7 in total. They will e-mail you a date, you cannot pick it, and if you cannot make the day they assign, you must wait until that date passes then they scheduled you again randomly. You need to go the day they assign if not you will delay your application weeks/months, each time about 45-50 days it will get pushed out. When you go to 1PP expect to be there for 2-3 hours, fastest would be about 90 min start to finish. 1 PP is located by the Brooklyn Bridge in Lower Manhattan 1 Police Plaza Path, New York, NY 10038 https://maps.app.goo.gl/TZ61S4oFUjNW9tzX6 The fasted way into 1 PP from NJ is via PATH to WTC, then 4/5 Train to Brooklyn Bridge Manhattan. Park at Exchange Place JC or Hoboken You cannot enter the NYPD Complex until 0830, ok to show up and have coffee in the plaza, but it's best to arrive at 0830 or later as they will make you wait outside. From what I could tell they process about 25-30 applicants a day for prints. When you arrive at 1PP, there is a Visitors Area cannot miss it. They will have your name on a list at visitor security, tell them you are going to Room 110 (there is no room 110A) DO NOT BRING ANY KNIVES OR PROHIBITED ITEMS you will go through metal detectors which are far more sensitive than those at the airport. Once you enter the 1st guard house and clear the metal detectors, there is a little kiosk where you scan your Passport or ID, it will then print you a little Barcode Tag. You will exit the visitor entrance building, walk straight into the NYPD Lobby where again you will be stopped by the main lobby desk and they will take your ID and the barcode tag and print you a name badge with your photo on it then direct you to Room 110 which is 1st Floor, take right behind the Reception Desk. When you get to room 110, you will sign in, then they will instruct you to go down the hall to pay the $88.50, they give you your application number. After you pay, you return back to room 110, where you wait for them to call you to take your digital prints. After your prints are done they send you back out to the hallway to wait for a random Licensing Division employee to come out and speak to you about your application. Before coming out the person will go in and quickly review the docs in the portal and let you know what still is missing. They are just scanning for the required docs, they are not actually reviewing them. Bring all of your documents the day of fingerprinting, have them all organized in a folder so you can easily find any docs if needed. This person is not your investigator. This quick review is more of a licensing Triage and just trying to make sure you have all your stuff in the portal within the next month as it all needs to be there when your investigator is assigned to your file. The officer who came out and spoke to me was very nice, but he was a little hit or miss on the process, I had to correct him on 2 or 3 things, don't worry about it as this person is not your actual investigator. Last weekend I took the plunge and took the 18 hour NYC course at ROC Training at the Union Hill Gun Club. It was a long two days but I did get to meet some interesting people and learned some things such as the following: There is no duty to inform in NYS but be aware that your firearm license will be linked to your driver's license. We're required to have someone anywhere in New York State be a "safe guard" for our firearms in case we get incapacitated. They don't have to have a firearms license and can even be a felon as long as they can provide a copy of their NYS driver's license or NYS ID and attest that they will safeguard your gun if for whatever reason you can't. You'll need to take clear photos of the gun(s) you want to carry with the serial # visible, purchase receipt or purchase permit and upload them to the NYPD. You can't have colored or two toned guns such as a different slide color than the frame. They're illegal in NYC. You'll need to upload a photo of your lockbox or safe with the door open and door shut. It's recommended that the safe or lockbox be empty - no need for them to see what other goodies you may have. You can have as many guns on your license but as a non-resident can only carry one. They recommend not listing more than 5 because the license doesn't have enough room for many more on the back. You'll need 4 references notarized that you're character is such that you can have guns. You'll also need a co-habitant form that basically states that those that are over 18 and live with you are OK with you having a gun. If you sell one of your carry guns listed on your license, you must notify NYPD with all the info. Copies of all your firearm licenses, permits, FPID must be uploaded. Sensitive and Restricted places where you can't carry. US Law Shield is good to go in NYS with the optional 50 state coverage. Only NY TAC Defense is available for NY residents. One rumor that was being circulated was that fingerprinting may be contracted out to a third party vendor so that 1 Police Plaza doesn't have to be bothered. Other than that, the application process will probably stay the same until it gets knocked out by the courts. After the 16 hours of classroom we did a live fire qualification by shooting 5 rounds at a 25 by 11 inch target at 4 yards. In order to pass you had to have 4 out of the 5 rounds hit the target. I probably forgot some other items covered in class but all of these hoops and hurdles serve no useful purpose other than being designed to discourage people from applying. 'eff 'em. I'm applying. On Thursday, November 21, Firearms Policy Coalition (FPC) filed a new federal lawsuit challenging New York's ban on firearm carry by non-residents. I've uploaded most of the required info and documents to the NYPD site except for the four notarized references. I'll be holding a reference signing party in the near future where I can get all my friends together to write up the letters and notarize the references all at once. The whole NYPD process is pants on head retarded and designed to discourage people from applying.
