After the Permit to Purchase update to the firearm dealers distribution list was sent out yesterday, a large number of new requests to be added to this distribution group arrived, so I’m including the previous two messages and the training application as attachments for those recipients.



The remainder of this message is primarily directed towards the ‘independent NRA certified instructors’ who have submitted (or are considering submitting) applications to be training providers for firearm safety training under RCW 9.41.1132.



Part of RCW 9.41.1132(3) states (bolding added for emphasis): The training must be sponsored by a federal, state, tribal, county, or municipal law enforcement agency, a college or university, a nationally recognized organization that customarily offers firearms training, or a firearms training school with instructors certified by a nationally recognized organization that customarily offers firearms training.  



We reached out to the NRA to determine if an NRA Certified Trainer would be considered to be ‘sponsored’ by the NRA thereby meeting the requirement of “a nationally recognized organization that customarily offers firearms training”.



The answer they provided is: NO.  They said because these individuals are neither employees nor contractors, and the NRA is not involved in scheduling, promoting, etc. of the classes, the NRA would not be considered as sponsoring any classes for them.



This means that we cannot accept independent unsponsored firearm safety trainers or their training curricula for certification under RCW 43.43.575.



The other sponsorship options are still available for independent instructors, and proof of that sponsorship would be required as part of the application process.

There are around 700,000 concealed carry permit holders in WA state.  With live fire training, the classes will need to be fairly small.  If the classes have 15 people, that is 46,666 classes that will need to be held.  If the classes have 20 people, that's 35,000 classes.  At 35,000 classes, you would need 96 classes a day in WA state to get through that in a year.  That only covers the concealed carry permit holders.  Add in anyone else who wants to buy a gun, and the backlog to get into a class seems like it could be years!
