Dry Lube Coating

I've understood that for a good while now PSA mil-spec AR uppers have the dry lube coating. I picked up a Premium midlength upper and it doesn't have the coating inside. Is that how it's supposed to be?

We do not use any dry film lubricant on the uppers.
