Will the 14.5 barrels make 16" with an extended A2 or other extended muzzle device pinned and welded?

I thought I read some where that it had to be 14.7 to make 16

Properly cut, a 14.7" with a standard A2 will reach 16" requirement. 14.5" with A2 will be short so as others have stated, need to use a extended device to be legal.
