For a dealer to upload an NFA firearm to his Dealer Dashboard using "My Inventory" he has to choose the type of NFA firearm and the manufacturer. If the manufacturer isn't shown or the model isn't shown in that dropdown menu he just emails the F3 to SS. They'll add the manufacturer and model to their list and the dealer can then upload the serial#.
SS want to see the Form 3 because they want the menu choices to be exact. If there are existing MG's from that manufacturer on the menu, but the barrel length is 10.5" and the menu shows only 11"? ATF may disaprove the Form 4 because it doesn't match the current Form 3. You don't want that.
Since ATF has the info via at lest two eForm 3's already, why can't it just transfer over when I sign in and certify with the SOT.

You can't certify a Form 3. That's a form that allows tax free transfer between SOT's.
Your dealer is trying to upload the information from the Form 3 so Silencer Shop can prepare an eForm 4 to you. Until that F3 info is in "My Inventory" that cannot be done.
I've been waiting days and nothing is happening. Nobody answers email, phone or chat.

Well guess why?
The last three weeks has seen a huge run on silencer sales because of faster eForm 4 processing) and the guys at SS are buried. They likely arent answering your emails because they can't give you an answer. They don't know what you are talking about because your dealer hasn't uploaded that MG to his inventory. Meaning they dont see anything to create an eForm for.
Does anybody have the answer? Is SS on this forum?

As soon as SS adds the info required for your dealer, he can upload that MG, then SS will create your eForm draft. THEN you certify.
