Just got my URR in today and just curious was to why the raised portion has Allen head cap screws in it? Is it just to hold the sail on or is there another reason?

You can take that off and be able to rotate the receiver without loosening your vice.
Just make sure you clear the "bolt lugs"

That is really the only way of making a part shaped like that . Bolting the spline also gives you the option of removing it if you want as mentioned above.
