By Jeep do you mean Wrangler?
Because I'd be leery about any Wrangler you can buy for 10-12 grand. My 02 is likely worth more than that.
If looking for a Wrangler, however, the engine people avoid is the Minivan motor... the 3.8L V6. And that's right in the age range you posted, which might be why those Jeeps are cheaper.
That said; the 3.8L isn't a reliability problem. It's just that it's not nearly as good a performer as the 4.0 I-6 that preceded it or the 3.6L V-6 that succeeded it. I have heard from people that the value play is get the 3.8
As for Maintenance; there's 2 things to consider. One is that, as an actual 4-wheel-drive vehicle, it just has more parts. The other is that it's a Jeep, and it may well have been USED as a Jeep.
That said, parts are plentiful, upgrades are easy, and they're super simple to work on.
It hardly ever gets used this way, but my Avatar is set up to be a TOAD. (We usually just move the RV; because we're either on the road all the time, or we have more than 4 people which means we don't fit in the TJ)
