I am hoping the hive mind can help me. There was a book written in the late 1990s or early 2000s. It was set in West Virginia. The author was an Army  COL or LTC. I think the rebellion was led by a Governor from Montana.

The book has the Feds win, then the General who led the uprising's army gets a lethal injection.

In real life, the military begged the author not to publish part two, which was a 5th Gen war done by SF.

Can anybody point me towards the title?

Did it involve threatening to breach a dam, but people downstream were evacuated under the fed ruse of needing to drain excess water?
I think I read it sometime around 1997-99.

That sounds familiar, but I read a lot.

I think this particular bit of literature has been thrown down the Memory Hole.

That may be the case.
It may have been a battle over water in the West and if it's the one I'm thinking of, Utah may have been a major player.
I'm just throwing out what I remember in hopes that it may jar someone else's memory.

Something else I just remembered. The rebel forces were relying heavily on M47 Dragons.
