I just bought a Bulgarian AK-74 kit from K-Var.  
If it doesn't have that rail would it be authentic to add one?

I had a Romanian Intrac II with it and really liked it.

The Bulgarian kit you just bought had one on its receiver before it was demilled, so yes it would right for your 74 build.

I dont know. According to world.guns.ru, some AKS-74 and AKS-74U models had an optics rail, but it wasnt really standard until the AK-74M.

I have no idea about the bulgarians.

Actually, your kit probably did NOT have one before it was cut.

As someone else already stated, the optic rail was not standard until the AK74M.  The Soviets (and other nations) had some rifles with the rail, and the majority of them without.

Well, I've got until November to figure it out.

I looked on some unbelievably long page by someone named Tantal.  Many of the pictures wouldn't download so that was a dead end.
I only have internet access through work so some things are filtered.

Except for the US parts and not being capable of automatic fire I'd like to try to stay fairly authentic with it.

Maybe Global Trades will put out a receiver without side markings by then...

The rail was developed by the Soviets in order to mount night vision scopes. The SVD has a rail of a slightly different style in order to mount its optic.

Eventually scopes were experimented with on the AK-74s and like Stott said it became standard with the AK-74M. Collimating red dots did not enter Russian inventories until much later, and are still not general issue.

In general, optics are not issued to infantry, and stocks are folded to transport the rifle. That is why there is a cutout in the polymer folding stock to go over the rail - it is not intended for the rifle to be fought without the stock properly deployed.

Other then a Night visions scope (1pn51 or 58), the only optics you would find on a Cold War era rifle would be a 1P29, or a PSO-1.. There is actually a modified version of the PSO for the 74, but the standard will mount.

There is also the E.German ZFK scope, but that was never used outside of E.Germany.

I'm normally of the mind that less is more.  That's the appeal of an AK to me.  Sometimes I get these urges to glom all kinds of garbage all over one like a whored-up mall ninja AR.

I had an Intrac II that would shoot closer to 2" than 3" at 100 yards.  I figure a scope might help to at lease see what my next one will be capable of.
That's a pretty good rationalization for being an accesory slut, isn't it?

no.
AK74's didn't have sight rails. Only designated AK74N had it (issued with NV optic).
The sight rail only became standard with the AK74M (modernized), which also included a folding plastic stock.

If anything, Romanian AKM's with the sight rail are 'unauthentic' (since the soviets only made the sight rail standard with the AK74M).

If i could shoot 2-3 inches at 100 yards i wouldnt bother with a red dot or scope either. Shit, i cant do that at 25 yards, much less 100, but if i toss a red dot on my groups shrink by 4-5 times. Both my AKs have red dots now. Cant stand the iron sights.

I always have my glasses over-corrected just a tad.  It really helps.
I'm finally starting to have problems seeing very small things up close so my days of tiny groups may be coming to an end.

I figured if it was half way correct to put a rail on it then I would but it sounds like if I get one of my kits built as correctly as reasonably possible then it won't have a scope rail.

I'm 18 and getting blinder by the day... In 9 months my contacts went from 1.75 and 2.00 to 2.25 and 2.50! The next day I got the new contacts I went shooting and my groups were cut in half...
