I've noticed when the bolt and carrier are in the forward position I can reach through the magwell and actually rotate the bolt a little.  I imagined the botl would lock into place a little better than this.  Is it typical for the bolt to rotate slightly when the botl and carrier and fully forward?  Thanks.

That's normal.

Most rotating bolt rifles allow slight rotation of the bolt when locked.  There has to be some looseness in the action to allow for proper operation and fouling.

Most if not all the movement will go away once a round is chambered.

Is that with or without a round in the chamber?  If without, that is to be expected.  With a round, it should be tight.  Not to say it can't move, but it should take a little effort to move it.  If it moves easily with a round in the chamber, I would check head-space.
