I'll try to keep this short....

On my first Romy build, I used a Manson NOGO gage and a loaded round as my GO gage. Everything looked fine as the bolt locked up smooth on the loaded round but not on the NOGO. I've since bought a real GO gage again from Manson and lo and behold, the bolt won't lockup on the new GO gage. Being a relative newb, can I assume that the Manson gages are SAAMI (I've since emailed them yo ask if they are SAAMI or CIP spec) and are going to be tons tighter in spec than a loaded round? To be honest, I'd rather not re-pull the barrel from a finished weapon but I will if I have to.

Thoughts?

Many builders have experianced this, myself included. On the matching #'s Romanian kits just realign the barel notch to the hole in the sight base and reinstall the pin. It will be good to go. I have several matching #'s Romanians that will not chamber the go guage. Haven't had a issue with them yet.
If the bolt locks up on the round but not on the go guage the headspace is okay, of course with the head space this tight there is no way it will swallow a no-go.
I would say you are fine, go blast away!

VERY common.  The great news?  If you are consistantly closing on new ammo, you have a GREAT rifle with minimum headspace.  Please - if you test this way, be CERTAIN that you have removed your firing pin....

US GO gauges in 7.62x39 are ALL just a bit conservative.  I have at least seven rifles that exhibit the same behavior you have described.... and they are all absolutely excellent :)
