I was going through a box of parts today and came across this

Just wondering of it is Russian or Romanian

That's Russian.

Arrow in a triangle = Izhevsk

Edited...my bad, that's Romanian. Izhevsk arrows have fletching and Romanians don't. I shouldn't answer questions after I take Vicodin.
