Would this Bulgarian front sight post fit the front sight assembly on my Russian SGL-31?  Is the only tool I need the one I use to move it up and down?

I don't see why it wouldn't work.  The tool you need is in your cleaning kit.

Do you think the threading and specs are the same on the East German version as well?  Or did the Russians have their own threading?  Thanks.

There are commercial replacements available for the AK front sight post, none of these I have seen have made any mention of varying thread sizes.  I have switched Romanian, Hungarian and Bulgarian front sight posts when I was replacing the FSB on certain rifles.  Draw your own conclusions from that.
