My carry handle is really loose and flops all over the place when I carry it/ shoot it. Is it supposed to be this loose?

no it should not flop around, what you can do is remove the carry handle and bend the pivot loop slightly enough so that it creates friction when you install it. Don't over do it, you only need to do it enough so it doesn't flop around..
