I am mounting a front sight base on a new barrel. I am going to align and secure the front sight base and barrel/receiver in vises. If I do this will I be able to use a hand drill to drill the new barrel notches so that the pins can be driven in? Will the existing FSB holes act as a pilot to keep the drill fairly straight as I drill the barrel notches without tearing up the FSB holes?

yes.  it was SUPER easy just got to go slow.  i used a #32 bit in place of a 3mm then put the SLIGHTEST taper on the pin in a drill press

I use a Bullet laser and a Dremel tool to cut the notches on the barrel but before that I mark both sides with a drill bit to know where to start my grove on each side of the barrel..
