Standard sit on top scopes would likely not do this, but if a side rail POSP scope is alternated between an AK and say a PSL, would it be close to zeroed?

Just get another scope.

Unless your AK shoots 7.62x54r like your PSL then no.
Like the poster above said "just get another scope."
Also your PSL scope and AK side mount might not agree with each other.
