The follower on one of my 30rd mags sticks after about 4 shells.  What steps should I take to cure this?

That is typically caused by a dent in the body of the mag.

Find the dent and beat it back out from the inside with what ever tool you can get in there.  Some people use a flat head screwdriver and hammer.

Dissassemble the magazine and clean the inside, then beat out the dent.

Try swapping the followers with another magazine. I've had one follower that stuck in one magazine body (not dented) that works in other bodies.

I wad up a couple paper towels and push them in with a dowel rod.  You really only need to do this if there is excess cosmoline inside.

Is the any kind of solvent, oil or soap I should use?

I use brake cleaner or mineral spirits to get rid of cosmoline.  But, both will degrease the inside of the mag, so you'll need to wipe the interior down with CLP or a similar product to prevent rust.

What is CLP?  Will gun oil work?

I recently had the same problem.  A magazine I bought had a fairly deep quarter sized dent in the body.  I used a 17mm Craftsman socket on an extension and hammered throught the body.  the dent is still there but the follower moves fine now.

Cleans
Lubricates
Protects

It is probably the most popular chemical for ARs.  Most major gun retailers, plus Walmart, sell it.

A quality gun oil should work.
