This is my first build, so bare with me. I'm using a Tapco flat with pre-bent upper rails. I have the front trunion in place and I'm about to drill and tap the lower rails in place. I put a 1/4" transfer punch between the top rail and the lower rail and the lower rail lines up perfect with the front trunion. The problem is that the pre-drilled holes in the lower rails do not line up with the holes in the receiver. It seems the rails are too high up, but yet, it is lined up perfectly with the trunion. What should I do? Here are some pics

do you know how to weld?....rosette weld the holes on the reciever...drill new ones after

The holes in the receiver are critical, not the holes in the lower rails, just carefully enlarge the holes in the inner rails to match the receiver.  DO NOT rosette weld the fcg holes in the receiver where it is off, the receiver is 4130 and thats what you heat treat, the mild steel wire your filling the hole with can never be heat treated to last as long as the 4130.  Now if you have a tig, you could fill the hole with 4130 wire and redrill and reheat treat.
