The mount came with two screws and washers and I can't see what they are for. Anyone know?

From looking at pictures of the product online, I'd say presumably for people with milled receivers. Rather than rivet the mount on they can elect to drill and tap the receiver so they can bolt on the mount.

Which mount?  If you're talking about out the UTG riser mount (they make low, medium, and high) then the screws and washers are for mounting a STANAG scope like the Hensoldt or the Enosa that recently came in.  If you aren't mounting a stanag scope they're not used.
