this is the finish on the lancaster AK...does this mean its has a flat finish or shiny?

Parkerize is a flat finish like on an AR15. It also makes a base for the gunkote to adhere to. The gunkote is a baked on paint. Whether it is glossy or matte depends on which formulation of the gunkote is used.

The Lancaster finish is nice. I would best describe it as matte.
