Mags were numbered to a particular rifle. The Russians did it with early AK-47 production and the Poles did it with AKM production rifles. My Guess is that mag is Polish.

Ive got 2 of those. one marked out with x's the other with 8's. Mine are sino-soviets (mixed).
and +1 on the numbered to the gun as hootbro mentioned.
