I have done a number of my AK builds with oversize pin holes due to rebarreling, or having to drill the damned pins out (Two Romys that were stuck) or to tighten te headspacing.

Drilling 1/64" oversized is what I usually do. Clamp it under the drill press, use slow speed, a really good bit and good cutting fluid. (I use Morse brand) They all went well. Then I lathe cut a new pin to fit.

Milling and then reaming will make a hole to a closer spec. But of you're cutting a new pin from scratch to match, that isn't important. You have to lathe it to a size. So whatever size doesn't matter.

I find old busted punches nake great fodder to make new press pins from.
