i currently have a WASR high cap 10. i installed a side folding stock, fore grip, and an ergonomic pistol grip. I love in Louisiana and a friend of mine told me because i have those 3 things in combination on my rifle it now requires a $5 stamp because its an assault weapon? is he just misinformed or do i need to get one of these for legitimacy?

There is no 5 dollar tax stamp for an assault weapon.  If you had a fore grip on an AK pistol it would require a form 1 with a 200 dollar stamp.

There is no 5 dollar tax stamp for an individual unless you purchase an AOW from a dealer.

If you make an AOW it is 200 dollars because you made it.

Your AK doesn't need anything as long as the barrel is at least 16"

+1 on the "$5.00 tax stamp" thing.  

HOWEVER,... and this is a stretch... he might possibly be referring to maybe some kind of local, bizarre city/area ordnance requiring such a thing.  Again, a stretch but that's the only thing I can think of where someone would believe a $5.00 tax stamp would be involved.
