I looked around and couldn't find anything. When does a flat become a firearm? When its bent, rails are added, heat treated, or front trunion is added? I am building a krinkov and want to know at what point I can get my receiver to before my paperwork comes back.

Some say rails some say once the holes are drilled they become a reciever. Now I've seen BATF approved 80% with the rails installed, they came with a approval letter. Me personally error on the side of caution and say rails or holes would make it a reciever. If you are planning on doing a SBR you'll need a serial number so your 80% or flat will need partwork for that also. Which needs to be approved before you even submit your SBR paper work. I hope this makes sense I haven't slept yet tonight so I might be come off cryptic. It just sounds like you are trying to make a SBR out of a flat or 80% which you can't unless you register the reciever first with the BATF as a firearm which is $200 then send the SBR paper work in which is another $200. It's just better to buy a full reciever in the first place and only send the form 1 paperwork and $200 wait your 6 months and build it then.
