Overall, is this a good AK specimen?

Yes.

Vector AK's are discussed here frequently.  There have been several recent threads about them.

With the caveat that I have not had a chance to shoot them yet, I picked up a Vector Classic and a Sam-7 - both are great looking firearms in terms of fit and finish (I have great Polish wood on my Vector).  Provided you want a stamped version (Sam is milled) I do not think you can go wrong with the Vector for $500, I would not hesitate to go that route again.

If you search here and other boards - you will note that have a great reputation for quality as well as customer service and the 5yr warranty.

The Sam-7 is also great - but is about $300 more.

How would a milled vector compare to a milled arsenal?

I have one on order for my old man (he is helping me remodel), and then for me some day....

The Vector, IMHO is similar to the SAM-7 classic - we are not going to shoot this one - I have the Sam-7 and the Stamped Vecotr for the range guns.

I am comparing the AKM 47RM by Lancaster Consulting and the Vector Arms side-folder. Atlantic is offering them for $499 each.

I like both rifles but am unsure of the added value of a chrome-lined barrel (specified for the47RM but not the UF). Are they really better than the "raw" barrels or more a matter of preference?

I appreciate any feedback, especially for a resurrected post.

The Vectors are nice gun.  Mine has been reliable, accurate and have a very nice trigger.  They also carry a five year warranty and have great customer service.  I would recommend the Vectors highly.

chrome lined barrels last a lot longer

In theory the raw barrel "can" be more accurate than the chrome lined. In actual use of an AK...I think it would be the least of you accuracy concerns. Think of the chrome barrel as a teflon frying pan, easy to clean and maintain, sort of care free and immune to what you shoot through it. That's what it was designed to be. I also have nothing but praise for Vector arms, I have a Polish Underfolder that is a well built quality firearm, I would not hesistate to buy another Vector product.

Only problem I had with my Vector is that there were no parts with matching numbers. Other than that, mine was great.

I got a jacked up Polish underfolder from Vector. The mag well was way to tight, the uf hit the mag when folding, and the sights were canted pretty bad. I sent it back directly to Vector. They sent me out a whole new gun. They paid me for my shipping costs+ they paid for shipping back to me+ they paid for the FFL transfer fee. It needed to be sent through a FFL because it wasn't the same gun. I didn't pay one penny for Vector sending me a whole new rifle.  If you do happen to have any problems with Vector, they will take care of you. A BIG +1 for Vector.

I have the underfolder and very happy with the quality and built. I will buy again, but want to wait for the new Arsenal stamped AK's.
