Something along those lines. Generally, they're just an upgraded M4 with a match grade barrel, and still running a carbine length gas system.

can someone determine the specs of the rifle from this blurry picture?

All I can tell is that its got an A2 stock and an ACOG on top

I've seen the original video something like 7 or 8 years ago, it was just a reg M4 with a fixed stock, NSN01 acog, PEQ on the 12' o clock rail, a light either real forward on the rail or mounted to the FSB and a BFA on the muzzle. There was a guy with a similar setup in the movie who had a TA11 and a 203.

Yeah, that one didn't look like a 16"er to me either. Which I don't know if it precludes it from the RECCE category or not.
